Introduction

The Bureau of Finance and Administration, Agreements and Negotiations Unit of the State of Connecticut Department of Transportation (Use the "Apply for this Job" box below). recruiting a Fiscal Administrative Officer to administer and process a variety of agreements and their related financial transactions.

The Fiscal Administrative Officer will be independently responsible for the preparation, review, processing and execution of consultant agreements and all other agreements entered into by DOT. This includes agreements with private organizations, municipalities, non‑profits, transit districts and other state agencies; personal service agreements; grants; rights of way; leases; licenses; utilities; railroads; transit services; and master municipal agreements.
Responsibilities- Interpret complex state statutes and federal regulations when creating or reviewing agreements.
- Coordinate with operating bureaus and managers to ensure timely review, comment and approval of agreements.
- Assist in the development of standard agreement formats, new systems and procedures to improve unit efficiency.
- Coordinate with DOT’s legal unit, the Attorney General’s Office and other stakeholders on all relevant matters.
- Assist with the negotiations process, reviewing budget proposals and advising on agreement costs and values.
- Prepare unit policies and procedures related to agreements; schedule negotiations meetings; monitor and maintain databases and file systems.
- Coordinate DBE/SBE submittals with the Contract Compliance Unit.
- Research and stay current with laws, rules and pending legislation affecting agreements.
- Communicate with consultants and second parties to clarify provisions and facilitate language changes.
- Act as liaison between DOT, consultants, consultants’ legal counsel, internal legal staff and the Attorney General’s Office.
- Prepare supplemental, amended or restated agreements; incorporate all required Attorney General provisions.
- Maintain records of agreements and provide training to internal staff and other DOT units.
- Interface with DOT units to ensure alignment of agreements and budget data; oversee insurance certificates and related agreements.
- Utilize computer systems such as CORE‑CT, ACCESS, Excel, MS Word, Adobe, Docu Sign, Teams and Outlook to create, monitor and track electronic files and spreadsheets.
- Six (6) years of experience in fiscal/administrative functions (accounting, budgeting, grant administration, payroll, purchasing), with at least one accounting or budgeting function.
- Two (2) years of the General Experience at or above the paraprofessional level, exercising independent judgment in basic accounting or budgeting principles, or equivalent experience through training programs.
- Relevant educational training may substitute for experience: fifteen (15) semester hours equals one‑half (½) year of experience (maximum four years for a Bachelor’s degree); a Master’s degree in public administration, business administration or accounting may substitute for one (1) year of Special Experience.
- State employees may substitute as follows: two (2) years as a Fiscal/Administrative Assistant; two (2) years as a Purchasing Assistant; completion of an approved Connecticut Careers Trainee program.
- Experience reviewing, developing or overseeing fiscal administration of contracts, agreements and amendments in compliance with state and federal statutes, regulations and policies.
- Proficiency in Microsoft Office (Outlook, Word, Teams, Excel) and CORE‑CT financial modules.
- Strong communication skills with internal and external stakeholders; ability to work independently and collaboratively while managing multiple deadlines.
- Experience analyzing financial data and applying policies with attention to detail.
