The Connecticut Department of Transportation, Office of Property and Facilities Services seeks a qualified individual for the position of Building Construction Supervisor within its Code Enforcement Unit at our Newington Headquarters.

The Role:

The individual filling this position will be accountable for the daily supervision of the Code Enforcement Unit relative to building and fire safety code compliance for the agency’s facility and related site construction, renovation, maintenance, and occupancy. Included are all electrical services tied into the agency’s infrastructure for code compliance and accuracy, including traffic signals along state roads from design review and preconstruction through construction and subsequent maintenance activities.

It is preferred that this person is experienced with interpreting and enforcement of the intent of contract plans and specifications.

Position Details:

The incumbent will be required to be present on project sites and resolve disputed information promptly and accurately.

Overtime may be required.

Candidates will be issued a State vehicle, cell phone, and tablet.

A considerable amount of driving is involved and the individual filling this position is required to maintain a valid Connecticut driver’s license.

Note:

PURPOSE

OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising Building Construction Specialists in the review of development and construction planning of projects, the inspection of construction and the coordination of subsequent maintenance activities.

EXAMPLES OF DUTIES
  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance;
  • Conducts performance evaluations;
  • Determines priorities and plans unit work;
  • Establishes and maintains unit procedures;
  • Develops or makes recommendations on development of policies and standards;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Oversees review of plans and specifications;
  • Processes change orders for construction projects;
  • Oversees inspection of contractors performance;
  • Provides technical advice on construction and maintenance matters;
  • Reviews building materials and techniques;
  • Develops specifications for construction and maintenance projects;
  • Evaluates schedule of values and payments to contractors;
  • Reviews construction plans and specifications to ensure compliance with agency requirements;
  • Recommends approval of construction and maintenance projects;
  • Reviews bids and quotes;
  • Reviews staff reports to determine progress of projects;
  • Conducts field visits of proposed projects with applicants;
  • Assists with technical feasibility determination;
  • Assists and coordinates with receipt of state permits and/or certifications related to construction projects;
  • Reviews payment applications for consistency with project budget and project progress;
  • Performs developmental project management and other duties;
  • Supervises design and construction activities;
  • May prepare housing damage assessments and supervises construction of temporary housing during disasters;
  • Performs related duties as required.
