Transportation Engineer 3-Construction Engineering
Senior engineering role responsible for leading staff in subletting and civil rights efforts, managing construction records, and providing technical and administrative oversight for transportation construction projects.

- Location:
Newington, CT - Hybrid (in‑office/telework) available after successful initial training
- Lead and supervise staff on the Civil Rights program and Subletting, acting as liaison from the DCO to the District and Office of Contract Compliance
- Collect, record, prepare, and analyze data pertaining to EEO/DBE/SBE programs
- Provide guidance and assistance with monitoring and addressing payroll issues related to enforcement of State and Federal Department of Labor rules
- Assist in preparing reports for transportation‑related project expenditures
- Prepare written responses for review of management for requests for changes, transfers, reassignments, or disposal of contract work
- Conduct report writing, research, and prepare administrative reports
- Assist with developing or revising construction specifications, the Construction Manual, or other procedures
- Manage records and files; review contracts for conformance with latest specifications
- Recommend best practices, develop lessons learned, and prepare procedural manuals and workflows
- Provide staff and industry training; conduct performance evaluations
- Serve as technical advisor on subletting matters; advise on policies and standards
- Prepare and update procedural manuals, workflow diagrams, and training classes
- Prepare reports, correspondence, and presentations; engage in public speaking and oral/written presentations as required
- Bachelor’s degree in engineering or construction management
- Three (3) years of experience in transportation construction engineering
- One (1) year of the general experience must be at the working level in a professional transportation construction engineering capacity
- Licensure or certification options:
- State Land Surveyor (LS) or Professional Engineer (PE) licensure
- Land Surveyor-In-Training (LSIT) or Engineer-In-Training (EIT) licensure
- Level III certification in Civil Engineering Technology – Transportation Program, Highway Construction Inspection, or Highway Surveys (NICET)
- Master’s degree in engineering may substitute for one (1) year of general experience
- Experience with Subletting, Disadvantaged Business Enterprise, and Small Business Enterprise project administration for transportation projects
- Project management experience including conflict resolution, letter and memorandum preparation, schedule development, time extensions, and change orders
- Analytical experience with engineering reports, plans, and specifications; ability to develop effective solutions
- Strong data gathering and presentation skills for leadership and peer audiences
- Effective communication in a leadership capacity (phone, email, face‑to‑face)
- Leadership, prioritization, multitasking, and large workload management
- Proficiency with AASHTOWare, Microsoft Office (Excel, Word, Project, Teams, Outlook), CTDOT COMPASS, Power‑BI, or other relevant software
- Engineering degree with FE, EIT, or P.E. license
- May be required to possess certification from the North East Transportation Training and Certification Program (NETTCP)
- May be required to possess and maintain a valid Motor Vehicle Operator’s license
- May be required to travel
