Transportation Engineer 3 positions in the Division of Bridges provide lead technical and project management services directly supporting the safety, capacity, and efficiency of the State of Connecticut’s transportation infrastructure.
Engineers in these roles take on complex structural engineering assignments, oversee consultant deliverables, manage project and budget performance, coordinate with stakeholders, and apply data‑driven asset‑management tools.
Responsibilities- Lead coordination with consulting engineering firms on bridge rehabilitation, replacement, or major structure projects
- Manage structural design tasks, alternatives analyses, technical reviews, and contract document development for bridges and transportation structures
- Support development and implementation of asset‑management strategies, including data collection, analysis, and lifecycle planning for the statewide bridge inventory
- Oversee engineering work for rail bridge and structure projects requiring specialized knowledge of railroad operations, loading, and agency coordination
- Contribute to planning and execution of major bridge projects requiring large‑scale design efforts, multidisciplinary coordination, and advanced structural engineering judgment
- Follow projects from concept through design and into construction, reviewing contractor‑developed drawings and calculations, ensuring adherence to project specifications, and providing timely engineering support during construction to resolve unforeseen field conditions
- Attend field reviews on all new designs for highway projects, recommend revisions to improve drainage design, and oversee laboratory work on soil samples for geotechnical evaluation
- Analyze hydraulic problems, perform hydrographic analysis and flood routing for retention basin designs
- Serve as expert witness in court cases and review drainage design on major permit applications for shopping centers and housing developments
- Assist in preparation and updating of Drainage Manual and coordinate preliminary surveys and planning for electrical and lighting installations
- Perform complex work in preparation of plans, specifications, and estimated costs for electrical contracts, oversee inspection of electrical construction, and coordinate with state utilities
- Recommend need for testing, alterations, revision, or replacement of equipment associated with highway lighting, traffic lights, drawbridges, and highway buildings
- Act as consultant to district forces and other state agencies; oversee consultant engineers in the preparation of plans, specifications, and estimates for bridges and transportation facilities
- Represent the department in state, town, and public meetings, and oversee and review plans, specifications, and cost estimates for relocation of public utilities in conflict with construction designs
- Determine extent to which the state shall reimburse utility companies for costs incurred; prepare and review agreements governing terms involved
- Represent the state in negotiations with the Federal Highway Administration for reimbursement of funds to the state
- Provide policy and procedural assistance, represent the department in legislative matters, and assist in development and review of department contracts
- Assist in establishment of policies, procedures, and methods; conduct field and office investigations of engineering problems and prepare reports for higher‑level employees
- Analyze problems and recommend effective solutions; assist in the development and review of departmental contracts; perform related duties as required
- Distribute, prioritize, oversee, and review unit work; provide staff training and assistance; conduct or assist in performance evaluations
- Act as liaison with operating units, agencies, consultant staffs, and other outside officials regarding unit policies and procedures; recommend policies and standards
- Prepare reports and correspondence; perform related duties as required
