Position Overview
Transportation Engineer 3 – Construction Engineering
Division of Construction Operations, Central Construction Unit, Headquarters, Newington, CT.
Responsible for leading subletting and civil rights efforts, managing construction record management system, and supervising staff.
Key Responsibilities- Lead and supervise staff in the Civil Rights program and Subletting, liaising with DCO, District, and Office of Contract Compliance.
- Collect, record, prepare, and analyze EEO/DBE/SBE program data.
- Assist with payroll monitoring and enforcement of state and federal labor rules.
- Prepare reports for transportation project expenditures.
- Provide written responses on contract changes, transfers, reassignments, or disposal of contract work.
- Conduct research and prepare administrative reports.
- Assist in developing or revising construction specifications and procedures.
- Manage records and files, review contracts for conformance, and recommend best practices.
- Conduct performance evaluations and provide training to staff and industry partners.
- Perform related duties as required.
- General
Experience:
Bachelor’s degree in engineering or construction management and three (3) years of transportation construction engineering experience. - Special
Experience:
One (1) year of experience at the working level in a professional transportation construction engineering capacity. - Substitutions: Possession of LS or PE licensure, land surveyor‑in‑training or engineer‑in‑training licensure, Level III NICET certification, 20‑302 credit, or a Master’s degree as documented.
- Knowledge of transportation construction engineering principles, highway construction methods, administrative and financial controls, analytical and communication skills, information systems, and supervisory ability.
- Experience with Subletting, DBE, and SBE program administration.
- Experience in project management, conflict resolution, schedule review, change orders, and negotiations.
- Data collection and reporting experience to leadership.
- Strong communication skills and ability to lead and supervise staff.
- Proficiency in AASHTOWare, Microsoft Office, CTDOT COMPASS, Power‑BI, or similar software.
- FE, EIT, or P.E. license and engineering degree.
