Position: Transportation Engineer 3 (Engineering) (Traffic Engineering)

Job Overview

The State of Connecticut Department of Transportation (CTDOT) is hiring a Transportation Engineer 3 (Engineering) to lead the development of projects and initiatives that enhance the safety, capacity, and efficiency of Connecticut’s transportation system. The role reports to the Division of Traffic Engineering within the Bureau of Engineering and Construction and is based at CTDOT headquarters in Newington, CT.

Responsibilities
  • Design complex foundations, bridges, and roadway configurations to improve safety and save lives.
  • Conduct site inspections of bridge and highway projects to gather data for design and maintenance.
  • Oversee field inspections of structural conditions and prepare repair recommendations.
  • Serve as liaison between towns and state as consulting engineer for bridge repairs.
  • Research and evaluate materials used in bridges, highways, and miscellaneous structures.
  • Review storm sewer and culvert designs for watersheds of 650 acres or less.
  • Provide technical advice on pollution control and unique storm sewer designs.
  • Prepare storm sewer and culvert calculations, and perform flood routing for retention basin designs.
  • Attend field reviews and recommend design revisions to improve drainage.
  • Oversee laboratory work on soil samples and produce detailed geotechnical reports.
  • Analyze hydraulic problems encountered in the planning and design of highways.
  • Serve as expert witness in court cases.
  • Review drainage design on major permit applications for shopping centers and housing developments.
  • Update and assist in the preparation of the Drainage Manual.
  • Oversee electrical and lighting designs, including traffic light installations and computerized traffic control systems.
  • Prepare plans, specifications, and cost estimates for electrical contracts and work.
  • Coordinate preliminary surveys and planning for electrical installations with state utilities.
  • Assist coordination of design engineers with consulting engineers on contract documents.
  • Make project reports and analyze comparative routes for economy, feasibility, and utility.
  • Review traffic and highway engineering studies and produce final reports.
  • Prepare recommendations on traffic signs, signals, markings, and detour designs.
  • Represent the department in state, town, and public meetings.
  • Oversee utility relocation plans and cost estimates, including reimbursement to utility companies.
  • Prepare and review agreements governing project terms.
  • Assist in policy and procedure development and provide technical guidance.
  • Represent the department in legislative matters and negotiations with federal agencies.
Minimum Qualifications
  • Bachelor’s degree in engineering and three (3) years of experience in transportation engineering.
  • One (1) year of the general experience must have been at the working‑level in a professional transportation engineering capacity.
  • Substitutions: PE license, EIT license, or a master’s degree may substitute for education or experience requirements as specified.
Preferred Qualifications
  • Accredited degree in civil engineering or a closely related field.
  • Engineer‑In‑Training (EIT) and/or Professional Engineer (PE) license.
  • Experience with traffic engineering tasks such as traffic control signals, roadway signing, pavement markings, maintenance, and safety evaluations.
  • Experience developing, analyzing, and reviewing plans, specifications, and estimates for complex federal and state‑funded traffic engineering projects.
  • Experience coordinating with department units, consultants, towns, state, and federal agencies.
  • Experience with federal and state manuals, policies, and procedures.
  • Proficiency in Office 365, Microsoft Project, and COMPASS.
  • Experience in project organization and document control.
  • Experience reviewing planning studies and encroachment permits.
