Introduction

The State of Connecticut Department of Transportation (CTDOT), is now accepting applications from eligible state employees for a Fiscal/Administrative Manager 1 position in the Bureau of Finance and Administration, Division of Financial Management and Support (FMS).

The Financial Management and Support Division is responsible for providing the agency with business and financial support including budget, payroll, contractual, purchasing and payment-related services. This includes ensuring consistent application of financial and procurement policies and procedures; coordinating timely review and payment of consultant and contractor invoices; monitoring ongoing project financial transactions; and facilitating timely closeout of projects.

POSITION HIGHLIGHTS

* This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. Learn more about the Telework Policy. Employees in their initial working test period must work on site in the office.

* Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.

THE ROLE

The Fiscal/Administrative Manager 1 will oversee the daily operations of staff in three FMS units performing financial support to various CTDOT operations, including the following:

* Financial services for construction-related activities, including construction contractor payments, consultant inspection financial oversight, coordination with Connecticut State Police invoices for trooper services, and construction project budget management.

* Budget and accounting services in support of the preliminary engineering design phase of highway and bridge construction projects; for the testing of materials and environmental services associated with highway and bridge construction projects; and in support of the relocation of railroad and utility facilities associated with highway and bridge construction projects.

* Financial assistance with Federal Highway Administration (FHWA) project closeouts, and GASB-34 infrastructure reporting.

* Budget management, purchase order and reporting services for Highway Safety Office programs funded through the National Highway Transportation Safety Administration (NHTSA).

* Budget and accounting services related to planning and research funding in support of the Bureau of Planning, Technology and Innovation.

* Ensures consistent application of financial and procurement policies and procedures, including compliance with state governmental accounting procedures and state procurement policies.

* Coordinates ongoing monitoring of project financial transactions to identify potential coding errors; and analyzes projects for excess funding.

* Interprets complex financial documents, reports, state statutes, and proposed bills as related to the Department's fiscal matters.

* Oversee the review of project final audit accounting recommendations for reasonableness prior to implementation.

* Establishes, maintains, evaluates and improves fiscal related procedures. Facilitates critical process improvements that foster streamlining, improved accountability, and improved reporting project financial transactions.

* Consults with and makes recommendations to Director, Finance Administrator and Bureau Chief on Department project-related fiscal matters.
