The Role

Designs, tests, and implements state-of-the-art secure operating systems, networks, and database products. Conducts risk assessment and provides recommendations for application design. Involved in a wide range of security issues including architectures, firewalls, electronic data traffic, and network access. Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research. May prepare security reports to regulatory agencies.

This position is intended for the Cybersecurity group in Department E70/E83. The incumbent will be responsible for advising different Engineering groups on security related topics in reference to system redesigns. This position regularly communicates with Naval Sea Systems Command (NAVSEA) and Naval Nuclear Laboratories (NNL), and Engineers/Designers across Departments via email, phone, and in person meetings and utilizes Microsoft Teams, Skype, and other Microsoft Office products.

Must

Have

Bachelor's Degree and 9 years of relevant exempt experience;

Master’s Degree and 7 years of relevant professional experience;

Ph.D. and 4 years of experience.

One of the following may be used as an equivalent to Bachelor's Degree for Information Technology Related Positions Only:

  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
  • A relevant professional certification can be substituted for a Bachelor's Degree.

Comp Tia Security+ certification

CEH, Pentest+ or equivalent certification

Knowledge of Risk Management Framework (RMF)

Knowledge of Security Technical Implementation Guides (STIGs)

Knowledge of Tenable Nessus Vulnerability scanner

Knowledge of current and emerging cyber technologies

Knowledge of cybersecurity and privacy principles

Knowledge of cyber threats and vulnerabilities

Knowledge of computer networking concepts and protocols, and network security methodologies.

Ability to collect, verify, and validate test data

Ability to apply collaborative skills and strategies

Ability to interpret and translate customer requirements into operational action

Develop risk mitigation strategies to resolve vulnerabilities and recommend security changes to system or system components as needed

Develop and direct system testing and validation procedures and documentation

Provide policy guidance to cyber management, staff, and users
