The Role

Designs, tests, and implements state-of-the-art secure operating systems, networks, and database products. Conducts risk assessment and provides recommendations for application design. Involved in a wide range of security issues including architectures, firewalls, electronic data traffic, and network access. Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research. May prepare security reports to regulatory agencies.

Newport News Shipbuilding (NNS) Propulsion and Reactor Engineering Planning Yard (PREPY) is seeking leadership for our centralized cybersecurity team. This team organizationally reports to the Management in the Networks, Software, and Cybersecurity (NSC) section of the PREPY, but provides services to all PREPY groups cognizant over IT and network-based components. The group supports land-based lab environments, developmental networks, and shipboard systems in Naval Nuclear Propulsion Plant (NNPP) platforms.

Duties will include:

  • Provide leadership to teams developing and executing Risk Management Framework (RMF) activities, System Security Plans (SSP), Continuous Monitoring Plans, Platform IT (PIT) Risk Acceptance Packages (PRA), Security Assessment Reports (SAR), and obtaining/maintaining network Authority to Operate (ATO)
  • Overseeing the group's collaboration with other PREPY teams;
    Ensuring the right people are embedded in the right teams at the right times to integrate cybersecurity requirements and objectives into system/component developments
  • Liaison with other NNS Engineering teams, IT, and Security to align on methodologies to achieve team objectives
  • Managing the daily operations of the team, providing clear expectations, and holding people accountable to performance goals
The Ideal Candidate Will Have Professional Experience Or Knowledge Of:

• NNPP systems, designs, operations, and cultural values
• DoD and Navy Security frameworks including the Defense Counterintelligence and Security Agency (DCSA) Assessment and Authorization Process Manual (DAAG), DoD 5220.22-M (NISPOM), DoD 8510.01 (RMF), OPNAVINST N9210.3 (UNNPI), and Cybersecurity Maturity Model Certification (CMMC)
• NIST Technical Publications including but not limited to 800-37, 800-53, and 800-53a
• Implementing security controls on a wide variety of computer-based and networked systems Must Have Bachelor's Degree and 6 years of progressive technical experience in research, engineering and design;
