Mechanical SME / Construction Manager (CM)

We are seeking an experienced Mechanical Subject Matter Expert (SME) / Construction Manager (CM) to provide onsite construction oversight for the NW Natural Cold Box Phase 2 Project in Newport, Oregon.

The successful candidate will serve as the primary onsite Construction Manager with a strong emphasis on mechanical construction, installation, quality, safety, schedule, and field coordination. This individual will act as the mechanical SME for the project and work closely with the owner, engineering team, contractors, vendors, and other project stakeholders to ensure construction activities are completed safely and in accordance with project drawings, specifications, quality requirements, and schedule.

An Electrical & Instrumentation (E&I) Lead will also be assigned to the project for approximately 24 weeks during the electrical, instrumentation, and commissioning phases.

Key Responsibilities
  • Serve as the primary onsite Construction Manager and Mechanical SME for the Cold Box Phase 2 project.
  • Provide day-to-day oversight of mechanical construction and installation activities.
  • Monitor contractor performance, productivity, quality, safety, and adherence to the project schedule.
  • Review mechanical construction activities for compliance with project drawings, specifications, procedures, applicable codes, and industry standards.
  • Provide technical guidance and field-level problem solving for mechanical construction issues.
  • Oversee and coordinate installation of mechanical equipment, piping, valves, supports, and associated systems within the project scope.
  • Coordinate mechanical work with civil, structural, electrical, instrumentation, controls, and commissioning activities.
  • Identify potential construction conflicts, design discrepancies, constructability issues, and schedule risks and work with the appropriate parties toward resolution.
  • Participate in construction meetings, contractor coordination meetings, safety discussions, and project planning activities.
  • Monitor work progress against the established construction schedule and communicate potential delays or concerns.
  • Review RFIs, field changes, construction documentation, and other project information as required.
  • Support inspection, testing, turnover, punch-list, and mechanical completion activities.
  • Coordinate closely with the E&I Lead during electrical, instrumentation, and commissioning work.
  • Maintain accurate daily and weekly documentation regarding construction progress, field activities, issues, safety, and contractor performance.
  • Maintain professional communication with the client, contractors, engineering personnel, vendors, and project leadership.
  • Submit timesheets and project-related expenses to the designated Project Manager for approval.
  • Support project commissioning and turnover activities through completion.
Required Qualifications
  • Significant experience in mechanical construction management and field construction oversight within natural gas, Client, cryogenic, process, industrial, power generation, petrochemical, or similar heavy industrial facilities.
  • Strong mechanical SME-level knowledge of industrial mechanical systems, equipment, piping, valves, and associated construction practices.
  • Demonstrated experience serving as a Construction Manager, Mechanical Construction Manager, Mechanical Superintendent, Mechanical Field Engineer, or Mechanical SME on complex industrial projects.
  • Strong understanding of construction drawings, P&IDs, mechanical specifications, equipment documentation, and project procedures.
  • Experience overseeing contractors and coordinating multiple construction disciplines.
  • Strong understanding of construction safety, quality control, inspection, testing, mechanical completion, and commissioning processes.
  • Ability to identify field issues and work collaboratively with engineering and construction teams to develop practical solutions.
  • Strong written and verbal communication skills.
  • Ability to work independently as the primary onsite CM and represent the project team professionally.
  • Proficiency with standard computer applications and electronic project documentation.
Site & Safety Requirements
  • TWIC card required.
  • Must successfully complete the NW Natural background check.
  • FR clothing must be worn while onsite.
  • A 4-gas monitor is required. HDR will provide one if the selected candidate does not have one.
  • Must comply with all NW Natural, HDR, contractor, and project-specific safety requirements.
Schedule & Assignment
  • Monday through Friday.
  • 10-hour days.
  • 50 hours per week guaranteed under the NW Natural purchase order.
  • 40 regular hours plus 10 overtime hours per week.
  • Day shift only.
  • Start: ASAP.
  • Estimated completion of CM services:
    May 18, 2027.
  • One home trip approximately every six weeks, project schedule permitting, with two days off per trip.
