Job SummaryWe are seeking a highly experienced and licensed Civil Engineering professional to lead the planning, design, and execution of municipal infrastructure projects. This role is well-suited for a technically strong, self-directed professional who enjoys working independently, mentoring junior engineers, and delivering high-quality engineering solutions in demanding environments.
The ideal candidate is service-oriented, brings deep practical expertise, and is motivated to help modernize aging municipal infrastructure while maintaining technical excellence.
Key Responsibilities- Lead the design and rehabilitation or replacement of municipal infrastructure systems, including:
- Water and wastewater treatment facilities
- Pump stations
- Storage facilities
- Water distribution, wastewater collection, and stormwater systems
- Diagnose infrastructure system challenges and develop operational improvement plans.
- Oversee mechanical systems design, including coordination with electrical and structural components.
- Manage subcontractors providing services such as geotechnical, environmental, surveying, and other specialty support.
- Oversee project bidding, contractor coordination, construction oversight, project closeout, and funding reimbursement processes.
- Assist municipalities in identifying and applying for infrastructure funding opportunities.
- Serve as a technical authority and mentor to junior engineering staff.
- Support small and under-resourced utility providers in upgrading aging systems.
- Translate high-level vision into executable engineering strategies with minimal supervision.
- Professional Engineer (PE) license – Oregon or Any state
- 20+ years of civil engineering experience focused on municipal infrastructure
- Strong background in water and wastewater engineering
- Demonstrated leadership in infrastructure rehabilitation and utility coordination
- Excellent written and verbal communication skills
- Ability to explain complex technical concepts in clear, practical language
- Prior experience mentoring and leading junior staff
- Self-motivated and capable of working independently within a team environment
- Vision-oriented and solution-driven
- Comfortable mentoring others without requiring constant feedback
- Possesses extensive technical knowledge and hands-on field experience
- Able to contribute immediately and add value from day one
