Responsibilities
Supervise the Patrol Division of the Police Department, assigning, reviewing, and participating in the work of staff responsible for patrol services. Perform administrative duties, respond to and investigate police calls for service, patrol, and take enforcement action as necessary. Document work performance of subordinates, maintain supervisory notes, communicate effectively, and prepare performance evaluations. Assume incident commander duties during large‑scale events and implement policy and procedures for the department.
Qualifications- Minimum/
Education and Experience Requirements:
Equivalent combination of education and experience, such as a high school equivalency, law‑enforcement training, and four years of full‑time police service. Minimum two years in a lead or supervisory capacity (e.g., Field Training Officer, Instructor, or Senior Officer). - Knowledge: Department planning and task delegation; federal, state, and local laws; patrol and investigative methods; law‑enforcement equipment usage and safety; word‑processing applications, LEDS, and community resources; modern leadership concepts and best practices.
- Skills: Computer and law‑enforcement equipment operation; time management, analytical, organizational, and prioritization skills; customer service orientation; effective management and team building; conflict resolution; strong oral and written communication; business English proficiency; reasoning, analysis, problem‑solving, judgment, and professionalism.
- Abilities: Establish and maintain effective relationships with city management and the public; analyze situations quickly and objectively; supervise staff and proactively solve problems; communicate complex material simply; honor confidentiality; work independently; perform physical duties requiring up to 200 pounds and occasional use of deadly force; remain calm in stressful environments.
- Special Requirements / Licenses: Valid Oregon Driver’s License; DPSST Intermediate Certification at time of application; DPSST Supervisory Certification within 3 years of appointment; good department standing with no disciplinary action within the past 12 months.
- Desirable Requirements: Associate’s degree; additional leadership training and experience.
Frequent sitting, standing, bending, kneeling, stooping, communicating, reaching, and manipulating objects. Mobility required to lift or move materials up to 60 pounds, with occasional lifts up to 200 pounds. Ability to operate a motorized vehicle. Manual dexterity for operating equipment such as computers and police gear 30% of the time. Physical exertion may include climbing stairs, crawling through tight spaces, and engaging violent or combative individuals.
Long periods of minimal activity interrupted by sudden strenuous exertion may occur.
Work occurs in both indoor and outdoor environments, exposed to a variety of weather conditions. Field work may involve risk of violent or hostile individuals, weapons, noise, chemicals, bodily secretions, sharp objects, traffic, drugs, and emergency situations. Employees may be called back 24 hours for emergencies and work rotating shifts.
Safety ConsiderationsEmployees are required to wear proper protective equipment in compliance with OSHA standards, including safety boots, glasses, hearing protection, gloves, hard hats, reflective vests, and respirators as needed.
Supervisory ResponsibilitiesSupervise the Police Department’s Patrol Division, including interviewing, assigning work, reviewing performance, and evaluating staff. Recommend discipline, hiring, and firing as appropriate.
Supervision ReceivedWork is performed under the direction of the Lieutenant.
