Bristol Infrastructure Design Services is hiring a Construction Engineer Technician to support Department of Navy (MIDLANT) construction projects on-site at Naval Station, Newport, Rhode Island.

Qualifications
A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or USACE projects; OR 10 years of verified foreman experience in one or more of the following trades:
Concrete, Mechanical, Electrical, Masonry, or Carpentry on commercial/industrial/military projects.
Responsibilities
- Quality Assurance Functions
- Provide overall coordination of the construction quality management program for assigned projects.
- In conjunction with the Construction Manager (CM), review and provide recommendations toward approval of contractor quality control plan.
- Attend selective quality control, preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness.
- Provide relevant remarks on Government Quality Assurance (QA) reports (or in identified section of Contractor’s Quality Control (QC) reports), particularly on critical, definable features of work included.
- Take/file/distribute progress photos. Validate quantity, condition, and approval of materials on site prior to Government issuing invoice payments.
- Coordinate support to review and witness successful testing and commissioning/certification of critical systems. Assure quality workmanship in accordance with specifications and industry standards on concrete/masonry/stucco/building, envelope/structural steel/bolting/welding and other building materials/structural systems, as required.
- Attend/witness selected tests and review all applicable test reports and results.
- Keep the Government sponsor advised as to the status of projects under his/her administrative and technical control.
- Safety Management Functions
- In conjunction with the CM, perform cursory review of Activity Hazard Analyses (AHAs) and ensure via the Site Safety and Health Officer (SSHO) that these are discussed by the construction contractor and their subcontractors prior to beginning each work activity or when a new work crew is to perform the work in accordance with the three phases of QC.
- Review and provide recommendations towards acceptance of Crane Critical Lift Plans and crane operation qualifications. Familiarity with crane safety requirements and NAVFAC P-307.
- Ensure construction contractor is conducting monthly site safety self-evaluations and submitting the information with pay vouchers; perform worksite safety assessments as needed.
- Take appropriate action to ensure contractor compliance with safety and health requirements, including leading safety stand-downs as required.
- Report contractor significant incidences/near misses and support mishap investigations where necessary.
- Other Technical Support
- Support extensive contact with key construction contractor representatives to promote partnering and cooperation and quickly resolve problems to maintain schedule.
- Coordinate temporary utility and communication hookups, outages, and road closures.
- Coordinate lay-down areas, storage, permits, and field coordination with owner/occupants and PW shops personnel.
- Assist with investigation of latent defects and coordination of system installations and turnover.
- Review pre-final contract drawings and specifications; perform on-site constructability reviews and provide solution recommendations.
- Support the review of Government-approved submittals, including safety, quality, and test plans.
- Investigate engineering problems on contracts and make recommendations to NAVFAC CM.
- Assist with scheduling, look-ahead planning, and progress reporting to keep contract on track.
- Ensure environmental compliance and verify as-built drawings for invoice payments.
- Coordinate pre-final and final acceptance inspections and punch list completion; support closeout with as-built drawings, warranties, O&M manuals, and spare parts turnover.
Education and Training
- Construction Quality Management for Contractors Class (CQM-C) for NAVFAC and USACE contractors.
- OSHA outreach 30 hour construction.
