Position: SUPV ENGINEER/SCIENTIST or MANAGER with Security Clearance
Duties
* You will be responsible for the administrative and technical supervision of a medium size workforce consisting of ND and NT employees of various engineering, scientific, and technical backgrounds.
* You will plan, establish, direct and maintain the effectiveness and safety of personnel and facilities.
* You will work with Technical Project Managers, Lead System Engineers, Functional Chief Engineers, and other managers to assess product status and correct/mitigate issues, technical and management oversight and day-to-day supervision of employees.
* You will perform workforce-to-workload assessments to identify technical skill short falls and skill imbalances to be addressed via personnel development, department hiring and/or contract actions.
* You will develop a skilled workforce by the creation of individual development and career plans, training opportunities, and employee mentoring.
* You will recommend awards, promotions and other personnel actions and direct disciplinary action when appropriate.
* You will lead Department strategic initiatives and support Division Newport Strategic initiatives. Requirements Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This is a Cyberspace Workforce position, work role code Program Manager proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the

Functional Area

and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established time frames.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR . Qualifications For the ND-05:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist leading the personnel resourcing, and execution or direction of projects, systems development efforts, research or technology for submarine and/or surface payload deployment systems for a naval undersea warfare organization.

For the ND-04:
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist supporting projects and leading small teams throughout the engineering lifecycle for submarine and/or surface payload deployment systems for a naval undersea warfare organization.
