Job Summary: The Director of People and Workforce Development is an enterprise leader responsible for the design, integration, and governance of district-wide people systems that support both clinical and non-clinical operations across Newport Hospital & Health Services. Reporting to the Chief Administrative Officer, this role provides strategic leadership over human resources operations, HRIS systems, workforce development, leadership systems, and organizational effectiveness.
Serving as a trusted advisor to the executive leadership, the Director aligns workforce strategy, leadership development, and human resources operations with the District’s mission, strategic priorities, and community needs. The role emphasizes performance, accountability, engagement, and organizational effectiveness without reliance on micromanagement.
Essential Job Functions:
- Serve as a trusted advisor to the CEO and executive leadership on workforce strategy, organizational effectiveness, leadership systems, and people-related risk.
- Participate in executive leadership meetings to support alignment, integration, and enterprise-level decision-making.
- Design mechanisms that support performance and accountability, including goal alignment from the governing board through executive leadership, leaders, and teams.
- Ensure workforce strategies support safe, high-quality care, operational effectiveness, and long-term sustainability.
- Design, integrate, and govern district-wide people systems supporting both clinical and non-clinical operations (e.g., HRIS, learning management systems, performance frameworks).
- Provide strategic oversight of HR operations, including employee relations, recruitment, compensation support, benefits administration, policy development, and regulatory compliance.
- Oversee the development, maintenance, and consistent application of district-wide personnel policies and procedures.
- Ensure fair, consistent, and compliant HR practices across the organization.
- Lead district-wide workforce development, learning, onboarding, and leadership development strategies.
- Oversee competency development, succession planning, leadership capability building, and talent pipeline initiatives.
- Support executive, clinical, and operational leaders in organizational design, role clarity, and decision-making structures.
- Lead or support change management efforts associated with growth, restructuring, labor changes, or strategic initiatives.
- Maintain a sensitive, fair, and impartial approach when addressing employee concerns and workplace issues.
- Mediate conflicts between employees and management to resolve misunderstandings and promote effective working relationships.
- Strategically manage all union negotiations, grievances, and labor-relations issues to ensure compliance and organizational stability.
Education Background and Experience Requirements
Bachelor’s degree in Human Resources, Organizational Development, Business Administration, Healthcare Administration, or related field
Required Licensure /
Certifications:
None
Required Experience:
Seven (7) years of progressive leadership experience in human resources, organizational development, workforce development, training & development or related enterprise people functions
Demonstrated experience designing and governing people systems within a complex, regulated environment
Proven ability to partner effectively with executive leaders, clinical leaders, and governing bodies
Preferred Qualifications:
Master’s degree in Organizational Development, Human Resources, Healthcare Administration, Business Administration, or related field
Experience in a healthcare, public sector, or unionized environment
Professional certification or formal training in HR, organizational development, or change management
Professional Requirements:
- Maintain regulatory requirements
- Report to work on time and as scheduled; complete work within designated timelines.
- Demonstrates the ability to adhere to the mission, ethics and goals of the District.
- Demonstrates the ability to communicate with patients, guests and staff in a courteous, respectful and helpful manner.
Compensation/How We Care For You:
Successful candidates typically begin between the beginning and midpoint of the compensation range dependent on qualifications/experience and receive compensation in increments increases annually.
