Duties

  • You will support the development of a cohesive vision and strategy for the department, achievement of department and project objectives, and management and oversight of the department's project planning and execution.
  • You will define and implement processes and procedures to efficiently and effectively manage all projects within the department, ensuring robust project management practices are applied consistently across the department.
  • You will assist with managing department workload such that demand is prioritized and balanced with department capacity to the maximum extent possible.
  • You will participate in the annual Technical Capabilities Health Assessment (TCHA), evaluating workload demand and capability capacity.
  • You will oversee project development and definition, task negotiation with sponsors, and staff and resource negotiation and allocation with line management.
  • You will monitor execution of the department's portfolio and provide guidance and direction to Technical Project Managers to ensure effective and efficient management of projects and attainment of technical and programmatic requirements.
  • You will monitor project execution in terms of budget, schedule and other applicable metrics and work closely with other supervisors to ensure effective technical and programmatic execution of all department projects.
  • You will monitor project financial execution at the project level and at the aggregate Department level to ensure financial objectives and compliance with requirements are achieved.
  • You will interface with Customer Advocates, major customers including Program Executive Offices, stakeholders, University Affiliated Research Centers (UARCs), industry and others in the course of project development and execution.

  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0830, 0854, 0855, 1520 and 1550) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
As a professional engineer or scientist in development, acquisition or inservice support of undersea weapons or complex undersea warfare systems.
