Position: Associate Counsel, Office of the General Counsel

The
Massachusetts Health Policy Commission (HPC)
seeks an exceptional and motivated Associate Counsel to join the Office of the General Counsel (OGC).This is a fantastic opportunity for a skilled attorney to support the varied responsibilities of the HPC, an independent state agency on the forefront of health care policy and cost containment in Massachusetts. This is a full-time position reporting to the General Counsel.

The Associate Counsel will provide legal and programmatic support to the HPC’s legal team and advise agency staff on legal matters. This may include assisting with compliance functions and promulgation of regulations; researching and advising on data privacy and security matters, including maintenance and implementation of the agency’s Written Information Security Program and inventory of the agency’s confidential information; supporting agency policy staff on issues of health care policy, research, and data;

conducting legal research and analysis on a broad range of topics and prepare memoranda and opinions; and, supporting implementation of policies and procedures and other day-to-day operations.

Duties of this position may include, at minimum:
  • Conducting a broad range of legal research and analysis and preparing memoranda on matters related to HPC functions;
  • Providing legal advice and support to agency staff and policy teams;
  • Assisting OGC staff in agency compliance matters, such as open meeting law, records retention, public records requests, and conducting legal trainings for new employees;
  • Aiding in the development, review, and drafting of agency regulations, guidelines, bulletins, sub-regulatory guidance, and policies;
  • Supporting implementation and maintenance of the agency’s Written Information Security Program, management of confidential information, and assessment and mitigation of risk;
  • Reviewing, analyzing, and drafting materials related to legislation, as directed;
  • Assisting with special projects and other functions, as specified and directed by the General Counsel.
  • Required Qualifications:
  • A JD from an accredited law school and a member in good standing of the Massachusetts Bar;
  • Candidates must be eligible to work in the United States.

  • At least four years of full-time, or equivalent part-time, professional experience directly related to the position and which has equipped the applicant with the particular competencies, knowledge, skills, and abilities to successfully perform the duties of the position;
  • Self-motivation, with the ability to balance multiple and competing priorities and deadlines simultaneously to meet deadlines and team expectations;
  • Superior organizational skills, attention to detail, and strong critical thinking and strategic problem-solving skills;
  • Exceptional analytic and communication skills, including the ability to communicate legal and policy content to diverse audiences;
  • An understanding of the Massachusetts health care landscape;
  • Experience working in a public department or agency and a strong interest in public service and working to advance affordable, high-quality health care for all Massachusetts residents.
  • Compensation and Benefits

    Salary Range
    $90,000-$110,000
    Salary is commensurate with experience. The HPC may adjust title, responsibilities, and salary depending on the experience and expertise of the individual selected.
