GENERAL PURPOSE SUPERVISION RECEIVED

Works under the general supervision of the Community Development Director.

SUPERVISION EXERCISED

Supervises the Neighborhood Improvement Officer(s) and Neighborhood Improvement Clerk.

Essential Functions

Code Enforcement:
Receives daily complaints from citizens regarding alleged violations of city ordinances, codes, regulations; determines nature of the allegation and apprises callers of possible investigation schedule. Advises property owners, builders, contractors, architects, or developers as needed to apprise appropriate parties of concerns and potential violations; searches county and city records; obtains facts necessary to determine proper course of actions; coordinates and monitors solutions.

Conducts field investigations and property inspections to determine extent of violations; checks for "clear view" on corner lots, verifies business licenses, monitors sign compliance, monitors compliance with animal ordinances, monitors property use for zoning compliance; cooperates with Utah County Health Department in monitoring health and safety practices of business operations; prepares various investigative reports; initiates legal proceedings where appropriate and coordinates the same with city legal staff;

may administer preliminary sanctions as allowed by ordinance or code. Delivers or sends notices of violation and parking tickets/citations. Coordinates code enforcement activities with other city departments as necessary; works closely with the Planning Division regarding interpretations and enforcement of codes and with the Building Division concerning stop work orders and structures without a building permit. Coordinates and prepares enforcement cases for an administrative code enforcement hearing, as needed, and provides case information to the Administrative Law Judge.

Provides testimony as requested by the law judge. Coordinates and/or completes abatement of violations when ordered by the Administrative Law Judge. Conducts regular review of codes, ordinances and regulations; receives legal interpretations as needed to direct enforcement of compliance; makes recommendations related to practical application of codes and ordinances; assists in adapting, modifying or rewriting codes as needed. Prepares and provides written and oral reports to Community Development Director, City Council, boards, committees, and public interest groups as required to explain neighborhood improvement activities and program needs.

Provides training and supervision to neighborhood improvement officers and clerical staff assisting in the administration of code enforcement and related work matters. Provides direction and delegates assignments. Reviews performance of neighborhood improvement officers and participates in the recruitment and selection of division staff. Performs related duties as required.

Minimum Qualifications
  • Education and Experience:
  • Graduation from high school, plus two (2) years of specialized training provided through in-service, professional workshops, technical college or university studies;
  • Five (5) years of responsible experience performing above or related duties; preference for experience related to local government ordinance enforcement and investigation; law enforcement civil and/or criminal investigation or some other related field;
  • An equivalent combination of education and experience.
  • Knowledge, Skills and Abilities:

    Some knowledge of liability issues which arise out of investigative procedures; effective interpersonal communications; city and state codes and ordinances related to multiple aspects of public works, property rights, boundaries, subdividing and zoning, signing etc.; legal system and securing sanctions for violations; various investigative techniques; report writing, public relations. Considerable Skill in the art of diplomacy and cooperative problem solving to facilitate a spirit of pride and neighborhood improvement.

    Some Ability to enforce regulations with firmness, tact, and impartiality, while still maintaining a friendly demeanor; keep operating records and maintain various written reports; read maps and locate property; establish and maintain effective working relationships with employees, other agencies and the public; comprehend and interpret complex regulations related to zoning and other city ordinances; supervise daily work programs; prepare and present technical reports;
