Operational Leadership

Direct the daily operation, maintenance, and repair of the City’s electric transmission and distribution system.

Establish work priorities and allocate personnel and contractor resources effectively.

Lead system response during outages, emergencies, and severe weather events.

Ensure safe, reliable, and efficient service delivery.

Team Leadership & Development

Supervise, mentor, and evaluate Electric Division staff.

Foster a culture of safety, professionalism, and continuous improvement.

Ensure employees are properly trained in safety standards, regulatory requirements, and technical procedures.

Coordinate work assignments across divisions and with contractors to maximize collaboration and efficiency.

System Planning & Infrastructure Management

Oversee preventive maintenance programs for substations, transmission lines, distribution systems, poles, and metering.

Assist in long-range system planning and capital improvement projects.

Support system modernization initiatives and implementation of new technologies.

Monitor contractor performance and ensure compliance with specifications and standards.

Regulatory & Safety Compliance

Ensure compliance with all applicable federal, state, and local regulations, including National Electric Safety Code (NESC) standards.

Interpret regulatory requirements and implement operational policies accordingly.

Promote and maintain a strong safety culture across all operations.

Financial & Administrative Oversight

Assist in preparing and managing the division’s operating budget and capital plan.

Review and approve expenditures, purchase requests, and equipment specifications.

Evaluate operational procedures and costs to improve efficiency and performance.

Maintain division records and prepare reports as required.

Community & Stakeholder Engagement

Represent the Electric Division in meetings with engineers, consultants, regulatory agencies, contractors, and the public.

Investigate and resolve customer concerns in a professional and timely manner.

Stay informed on industry trends, technologies, and best practices.

On-Call Responsibilities

Expected to be reachable by phone at all times to provide guidance and decision-making support. Physical response to the field is primarily required during emergencies, major outages, severe weather events, or other situations requiring supervisory oversight outside of regular business hours.

Perform related work as required.

Qualifications
  • Experience with in the electric distribution field.
  • Journey line worker status preferred.
  • Skill in AutoCAD, GIS is highly desirable.
  • A High school education or equivalent.
  • Three years of related experience.
  • A valid driver’s license and a good driving record.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with other employees, other departments and the public.
  • Ability to coordinate, assign and supervise the work of skilled utility workers.
  • Ability to understand and carry out written and oral instructions.
  • Ability to maintain records and prepare comprehensive reports on the operations of the electric distribution system.
  • Ability to prepare payroll, time-off, and other suitable administrative tasks.
  • Ability to plan and implement preventive maintenance programs.
  • Ability to analyze and make decisions.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, vendors, contractors, other public utility professionals, administrators, regulators and the public.
  • Ability to prioritize work and to work effectively under stress, in emergencies, and during non-standard business hours.
  • Ability to work weekends or holidays due to special scheduling or emergencies if qualified to perform the primary responsibilities of the Electric Group.
