HOURLY RATE: $71.7644 per hour
Incumbent serves as Project Engineer for the Surveyor, responsible for designing and coordinating County drainage, construction, and reconstruction projects.
DUTIES :
- Supervises and directs assigned personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, providing orientation, training and corrective instruction, and recommending personnel actions as needed.
- Organizes, plans and directs all aspects of drainage engineering projects.
- Prepares plans/specifications and bid documents for drainage reconstruction projects, including supervising/directing site surveys; analyzing watershed/drainage; sizing tiles, pipes, and culverts; drafting on computer; preparing construction drawings; preparing reconstruction reports; preparing contract documents; estimating costs; managing design consultants in the preparation of construction drawings; and soliciting bids.
- Designs projects to retrofit outdated storm water facilities to conform to current standards.
- Manages department engineering contracts, including monitoring costs, and ensuring projects adhere to schedules and standards. Works with Inspector during construction to answer design related and other questions, review of as-built information and drawings, and in preparation of final reports.
- Assists Plan Reviewers with engineering and design questions related to plans submitted for review and approval.
- Responds to public complaints and requests regarding drainage issues as reported, including speaking with complainants, visiting problem sites, conducting feasibility studies, preparing and making public presentations, and taking appropriate action to resolve valid complaints.
- Periodically attends public information meetings regarding a reconstruction project or other project. Prepares and makes presentations as needed as part of the public information meeting.
- Communicates with other counties, municipalities, utilities, and state and federal agencies in coordinating County and multi-jurisdictional projects, such as well head protection and MS4 clean water activities.
- Assists with coordination of stormwater management studies by working with county and municipal departments and state and federal agencies along with citizen groups, landowners and consulting engineering companies.
- Coordinates Hamilton County Wellhead Protection Program.
- Reviews proposed regulated drain design plans and makes appropriate recommendations to Surveyor to ensure compliance with policies/regulations.
- Conducts drainage studies on drainage shed basin.
- Assists in acquiring rights-of-way (drainage easements) adjacent to construction projects as needed.
- Coordinates the County Stormwater Management Program (MS4) by working with county and municipal departments and state and federal agencies along with citizen groups landowners and consulting engineers, prepares or assists in the preparation of facility SWPPP's, annual reports, NPDES Permit, audits information for IDEM, and other activities associated with the program.
- Periodically investigates and responds to hazardous material spills involving regulated drains.
- Periodically walks regulated drains with Surveyor in preparation for a field/topographic survey to obtain information for developing reconstruction construction plans or to resolve a drainage problem.
- Periodically assists in the preparation of drainage ordinances and revisions to drainage standards and policies as needed.
- Act as liaison with watershed groups as relating to water quality issues.
- Coordinates with the Highway Department and reviews construction drawings for bridge and small structure improvements.
- Assists in preparing annual drainage improvement program.
- May occasionally prepare and distribute department press releases as assigned.
- Periodically attends job-related seminars/training.
- Performs related duties as assigned.
I. JOB REQUIREMENTS :
- Baccalaureate Degree in civil engineering, or related field and a minimum of four years of relevant experience. Possession of current Indiana license as professional engineer.
