SUMMARY:
Ensures compliance of wastewater pretreatment regulations
SUPERVISION RECEIVED: Receives supervision and direction from the Public Works Director or designee

DUTIES AND RESPONSIBILITIES:

- Performs various inspections to ensure compliance with the city’s wastewater pretreatment program
- Collects representative samples of wastewater and water from industrial, commercial, and institutional sources, from various interceptors, city and storm sewer, and from areas such as Nogales Wash
- Determine appropriate sampling containers and sample preservation methods
- Observe and record field conditions, flow meter reading, field test results, and other data relevant to sampling conditions
- Perform a variety of physical, chemical, biological, and bacteriological tests on the samples collected
- Prepare a variety of written, oral, tabular, and graphic reports which often require calculations
- Prepare notices of requirements and violations of applicable regulations
- Prepare data for entry into data processing systems
- Assist in the development of water quality and wastewater treatment standards or related programs
- Contact industrial, commercial and institutional accounts to obtain access, observe procedures, obtain samples, and investigate complaints
- Explain the City’s Pretreatment Program to industry and institutional representatives, persons from other agencies and the public
- Explain procedures and policies related to discharge permit, monitoring, charge enforcement, etc.
- Operate, clean, and perform routine maintenance and calibration of laboratory and sampling equipment
- Respond to emergencies
- Ensures compliance with local, state and federal safety requirements and regulations
- Maintains records for department
- Performs other duties as required or assigned
KNOWLEDGE OF:
- City policies and procedures
- Basic laboratory principles and procedures
- Common laboratory technology, equipment, apparatus and their use
- Principles, practices and methods of disposal of wastewater and physical, chemical, microbiological, and bacteriological tests applied to wastewater
- Principles and practices of water/wastewater operations
- Principles and practices of water/wastewater quality analysis
SKILL IN:
- Using initiative, discretion and judgment within established procedures guidelines and rules
- Defining problems; establishing facts and drawing valid conclusions
- Interpreting and applying City, state and federal policies, laws and regulations regarding water/wastewater operations and safety requirements
- Ability to make arithmetic calculations
- Ability to learn to read gauges, meters and recording instruments
- Performing defined laboratory tests and evaluating the outcome of such tests
- Establishing and maintaining cooperative working relationships
- Communicating effectively, both verbally and in writing
- Operating a personal computer and various software applications
MINIMUM QUALIFICATIONS:
Education, Training and Experience Guidelines:
- High school diploma or GED equivalent
LICENSE AND CERTIFICATION REQUIREMENTS:
- Possession of a valid Arizona driver’s license
- AZ Wastewater Collection Grade 3 certification
PREFERRED QUALIFICATION(S):
- Spanish language fluency
- Experience in municipal pretreatment enforcement
- Experience in safety regulation
- AZ Wastewater Treatment Grade 2 certification
Work is performed primarily in an outdoor work environment. May be exposed to dangerous machinery, extreme temperatures, hazardous chemicals and infectious diseases. May be required to work in trenches. May be required to climb ladders. May be required to lift and carry items weighing up to 60 pounds.
