Kawerak, Inc. is a non-profit organization that relies on federal agency and grant funding primarily to fund positions. This position is funded by agency or grant funding. This means that this position, as with all positions at Kawerak, is subject to availability of funding each year to continue to fund the position.
The Reindeer Herders Association (RHA) Program Director will be responsible for program planning and development, financial and grant management, and implementation of the various RHA goals and objectives. The RHA Program convenes the 18 reindeer herders of the RHA and assists with advocating for the reindeer industry on a state and federal level.
BRIEF SUMMARY OF
JOB RESPONSIBILITIES:Provide supervision and direction to RHA program staff, maintain staff training and certifications, conduct staff evaluations on an annual basis or as necessary. Provide recruitment recommendations to the Vice President (VP) of Natural Resources.Guide internal long-range and activity planning to be in line with the RHA’s and Kawerak’s vision and mission statements. Responsible for both RHA program long-term planning as well as assisting each herder develop their long-range plans and move program initiatives forward.Seek funding and apply for applicable grants to support RHA objectives and maintain good standing with current funding avenues. Ensure all quarterly and annual reports are submitted on time.Responsible for overall financial management of the RHA program which includes developing, monitoring and modifying the program budgets. Has oversight and authorization of expenditures while following appropriate grant agency guidelines. Prepare financial and narrative program progress reports for review by the Kawerak Board of Directors, the RHA Board of Directors, and program funding sources, as needed.Travel to communities in the Bering Straits Region to meet with herders, community members and leaders, and to provide on-going technical assistance and program reporting/updates.Work in cooperation with other Division staff and programs, and outside entities, to develop and coordinate joint events and activities, as needed.Other duties as assigned by the VP for Natural Resources.QUALIFICATIONS:Bachelors Degree in Rural Development, Economics, Environment, Business Management or related field. Supervisory work experience may be substituted for the degree requirement on a year for year basis.Five year of experience related to reindeer management or reindeer science preferred.Two years of successful State and Federal grant writing, program management and supervisory experience preferred.Knowledge of contemporary reindeer issues and current trends, law, policies and program of interest or otherwise affecting community development and tribal governments.Organizational, budgeting, critical thinking skills and sound decision-making abilities mandatory. Must have strong oral and written communication experience and must have strong presentation and facilitation skills.Must be dependable, self-motivated, self-directed and able to work with minimum supervision and with a diverse population.Must possess computer skills in Windows, Microsoft Word and Excel, e-mail and Internet usage.Must be willing to travel within and outside of the region.Prefer familiarity with the Bering Strait region, its people and its cultures.Able to work collaboratively with peers, communities, partners, and other organizations.Must have a valid Alaska Driver’s License.Native Preference per Public Law 93-638 Approved (1/26/2023)
