Description The Department of Utilities is seeking an Accountant IV in our Budget and Accounting Division. The person in this position performs various financial and accounting reporting functions in accordance with US GAAP while ensuring compliance with federal, state and local guidelines. Maintains the integrity of automated accounting system general ledger and subsidiary ledger, prepares annual budgets, and performs other duties as required.
EssentialFunctions
- Prepare monthly and annual financial statements and budget reports, analyze variances, prepare complex work papers, assist auditors and consultants with rate studies and true‑up analysis.
- Assist in monitoring debt management by calculating debt service and ensuring all debt, grant and special‑project payments comply with bond covenants and contracts; maintain records and support financial policy compliance.
- Resolve issues in subsidiary ledgers, prepare monthly reconciliations and related calculations, prepare general‑ledger adjustments, and assist staff with account reconciliations.
- Maintain fixed‑asset records and record fixed‑asset transactions in accordance with US GAAP.
- Prepare cash‑flow projections to support management decisions on operating and capital outlays.
- Draft, review and recommend approval of ordinances; review contracts; approve payment documents and pay advances; provide technical assistance to personnel.
- Monitor program and budget activity for projects, coordinate with personnel and prioritize work to meet deadlines.
- Oversee preparation of the Department’s budget, review and approve expenditures of significant budgeted funds, and research and prepare recommendations for departmental budget expenditures.
- Supervise work quality, training, instruction and scheduling as a lead worker.
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field (or equivalent).
- Three years of accounting experience within local government, nonprofit organization, or related industry; or an equivalent combination of education and experience.
- Knowledge of US GAAP and federal, state, and local accounting regulations.
- Proficiency with automated accounting systems, general ledger, subsidiary ledgers, and fixed‑asset accounting.
- Strong analytical, organizational, and written and verbal communication skills.
- Ability to prepare budgets, financial reports, variance analysis and cash‑flow projections.
- Experience with debt‑service calculations, grant and special‑project accounting, and financial policy compliance.
- Leadership or supervisory experience involving training, instructing, scheduling and overseeing work quality.
