• Ability to obtain a Secret Clearance

• Experience managing large, complex proposals as a Proposal Manager

• Experience managing proposal efforts under FAR/DFARS solicitations

• Experience leading proposal color team reviews (Pink, Red, Gold)

• Strong understanding of proposal lifecycle management and compliance requirements

• Experience coordinating cross-functional teams including capture, technical, contracts, pricing, and executive leadership

Job Description Insight Global is seeking a qualified Senior Proposal Manager in support of one of our large federal clients in Norfolk, VA. This candidate will be responsible for leading the end-to-end proposal development processes. The Senior Proposal Manager will partner closely with Capture Managers, Business Development leaders, technical teams, and executive leadership to develop compliant, compelling, and winning proposal submissions.

Their day-to-day responsibilities will include managing proposal schedules, leading kickoff meetings and color team reviews, directing proposal contributors and subcontractors, ensuring compliance with FAR/DFARS requirements, conducting quality assurance reviews, coordinating proposal resources, and overseeing proposal submissions through completion. The candidate will also support post-subposal activities, maintain proposal knowledge repositories, and contribute to broader business development initiatives. A qualified candidate will have extensive experience managing large federal proposal efforts, strong knowledge of government acquisition processes, experience working under FAR/DFARS regulations, and a proven ability to lead cross-functional teams through the full proposal lifecycle.

• Lead and manage the development of complex federal and commercial proposals from kickoff through submission

• Partner with Capture Managers and Business Development leaders to translate win strategies into proposal content and execution plans

• Develop and manage proposal schedules, milestones, and deliverables

• Coordinate and facilitate proposal reviews, including Pink, Red, and Gold Team reviews

• Direct proposal writers, subject matter experts, subcontractors, and contributors throughout the proposal process

• Conduct quality assurance reviews to ensure compliance, accuracy, and responsiveness

• Communicate proposal status updates to key stakeholders and executive leadership

• Manage proposal resources and ensure required support is secured ahead of RFP releases

• Support post-submission activities including Evaluation Notices (ENs), Deficiency Reports, Clarification Requests, and lessons learned sessions

• Maintain proposal repositories, past performance libraries, and proposal operations documentation

• Support business development efforts, white papers, and customer-facing briefings Compensation: $100k - $125K
Exact compensation may vary based on several factors, including skills, experience, and education. Benefit packages for this role will start on the 31st day of employment and include medical, dental, and vision insurance, as well as HSA, FSA, and DCFSA account options, and 401k retirement account access with employer matching. Employees in this role are also entitled to paid sick leave and/or other paid time off as provided by applicable law.
