This is a hybrid position, with approximately 28% of work performed at Government sites (Patuxent River, MD and Norfolk, VA) and the remainder at the contractor site, with telework subject to Contracting Officer's Representative (COR) approval.
Clearance Requirement:
Must possess and maintain a Secret security clearance commensurate with the DD Form 254; access to classified information up to Secret is required.

Sumaria Systems, LLC seeks a Senior Program Management Analyst to support PMA-265 F/A-18 and EA-18G programs under the Program Executive Office for Tactical Aircraft Programs (PEO(T)), Naval Air Systems Command (NAVAIR). The selected candidate will provide program, project, and acquisition management support across the F/A-18 and EA-18G portfolio, supporting budget development and execution, acquisition planning, schedule management, configuration management, and program analysis activities.
The Senior Program/Project Management Analyst will analyze program requirements, acquisition status, budgets, and schedules; develop and maintain acquisition and program documentation; and provide data-driven recommendations to support program execution and decision-making. The successful candidate will collaborate with Government leadership and Integrated Product Teams (IPTs) to support high-visibility, mission-critical acquisition efforts and ensure program objectives are achieved in accordance with DoD and SECNAV policies and processes.
Key Responsibilities
The Senior Program/Project Management Analyst shall:
- Support program, project, and acquisition management activities for PMA-265 F/A-18 and EA-18G programs.
- Develop budgets, monitor financial execution, and support Planning, Programming, Budgeting, and Execution (PPBE) activities, including POM submissions, spend plans, budget drills, and financial reporting.
- Develop, review, coordinate, and maintain acquisition documentation in accordance with DoD and SECNAV acquisition policies and procedures.
- Prepare and support acquisition reporting products, including SARs, DAES submissions, RDAIS inputs, and other program status reports.
- Support procurement planning activities, including development and tracking of PPAs, PIDs, ROMs, COUs, Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and procurement schedules.
- Provide configuration and data management support, including Configuration Control Board (CCB) facilitation, Engineering Change Proposal (ECP) tracking, configuration audits, and technical data reviews.
- Conduct cost, schedule, performance, business case, and trade studies to support program decision-making and resource planning.
- Develop, maintain, and analyze Integrated Government Schedules (IGS), monitor program milestones, and track action items to completion.
- Support risk management activities, including maintaining risk databases, facilitating risk boards, and developing mitigation strategies.
- Prepare and coordinate white papers, briefings, quad charts, meeting materials, status reports, and executive-level documentation.
- Coordinate with Government stakeholders, Integrated Product Teams (IPTs), and contractor personnel to support program objectives and acquisition initiatives.
- Support foreign disclosure reviews and release readiness analyses in accordance with applicable Government policy.
- Provide independent recommendations to improve acquisition processes, program execution, and overall mission effectiveness.
- Perform complex, high-visibility assignments independently and provide guidance and mentorship to junior personnel as required.
- Bachelor's degree in Business, Management, Engineering, Acquisition Management, or a related discipline. Additional relevant experience may be substituted for degree requirements.
- 10+ years performing duties consistent with program, project, or acquisition management support.
- Experience applying advanced analytical techniques to evaluate program objectives, acquisition status, budgets, schedules, and program performance.
- Experience supporting DoD acquisition programs, preferably within NAVAIR or Naval Aviation environments.
- Experience supporting Government documentation, configuration management, and data management processes.
- Demonstrated ability to independently perform complex, high-visibility assignments and provide leadership to junior personnel.
- Active Secret security clearance required. As a Senior-level resource, the selected candidate must demonstrate the proven ability to perform all assigned duties independently on the most complex, high-visibility, and mission-critical aspects of the program, and to oversee the work of less senior personnel.
