Bridge Inspection Supervisor

The City of Norfolk's Department of Public Works is currently seeking a Bridge Inspection Supervisor for its Division of Streets and Bridges. This position performs inspections of the city's bridges, overpasses, underpasses, and culverts to ensure compliance with Federal Bridge Inspection Standards. Performs hands-on inspections with various equipment to measure deficiencies. Submits written reports to the proper officials. Recommends and prioritizes repair activities to the Design Division and the bridge maintenance supervisor.

Also responds to emergencies by removing snow, ice, and storm damage debris.

The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses, and visitors, including the City's Storm Water System, Street Network and Waste Management and Recycling Systems. The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.

The Streets and Bridges Division perform maintenance and repairs of approximately 2,012 lane miles of streets, 968 sidewalks, 1,225 miles of curb line, 58 bridges and waterfront structures within the public right-of-way, and oversees the pavement resurfacing program. The Division of Streets and Bridges perform snow and ice removal and assists in storm debris removal. Departmental Hiring Salary Range: $59,153.97 - $65,585.06

Essential Functions

Essential functions include but are not limited to:

  • Performs physical inspections of 58 bridges by walking onto and underneath bridges, navigating confined spaces, wading through culverts with hip/chest waders, and using equipment to test, measure, photograph and record any deficiencies in accordance with VDOT specifications.
  • Prepares and submits reports to officials by reviewing construction plans, bridge files, and reports, and using computer software to record changes in current inspection findings.
  • Performs visual inspections with binoculars and any other necessary equipment by noting intermediate changes in deficient areas affected by weather or temperature changes.
  • Assigns repair activity by providing directions to the bridge maintenance supervisor for recommended repairs, preparing weekly and monthly scheduling reports to track work, and attending meetings with department personnel.
  • Operates a boat in navigable waters throughout the city.
  • Identify and remove graffiti and vegetation from various structures.
  • Requires the ability to read Standard Operating Procedures, safety manuals and evaluations.
  • Requires the ability to perform general math calculations such as addition, subtraction, multiplication, and division.
  • Requires the ability to write vehicle pre-trip sheets, time sheets, equipment repair work order notices, leave slips, work order forms, employee evaluations and supply order forms.
  • Requires managerial responsibilities including weekly repair schedules, supervising, and monitoring the performance of a crew, counseling crew members and processing disciplinary letters.
  • Requires inter-action with other employees, supervisors, managers, citizens and other division and department liaisons.
  • Provides equipment, job and safety training.
  • Evaluates employees and performs employee evaluations.
  • Participate in hiring and promoting personnel.
  • Performs and supervises emergency weather recovery to include operations to clean snow and ice from roadways and storm debris.
  • Performs administrative duties by entering work request information into the division's work management system.
  • Maintains records and reports and provides reports.
  • Performs training classes for policies, regulations and safety and ensuring employee safety by following local, state, and federal regulations.
  • Provides public service by responding to citizen and business complaints, investigating incidents and taking corrective action.
  • Maintains time records and reports work performed, assures safety standards are met, and assists in the training and orientation of personnel; evaluates and counsel's personnel.
  • Ensures that motor vehicles and construction equipment are in good working condition.
  • Operates a wireless radio, and wireless telephone.
  • Requires ability to function in both an office and field environment: sitting, walking, and standing in an office; driving to construction sites; standing and walking on rough terrain; climbing up and down stairways and ladders; bending or stooping; and working in confined spaces.
  • Must be able to climb into trucks and construction equipment.
  • Must be able to work in adverse weather conditions such as extreme hot and cold temperatures.
  • Requires strong supervisory and organizational skills.
  • Requires ability to safely work around motored tools and heavy equipment.
  • Must be able to effectively communicate both verbally and in writing.
