Position: Business Manager (Storm Water)
The City of Norfolk's Department of Public Works is currently seeking a Business Manager for its Storm Water Division. This critical position will manage the administrative staff and duties for Storm Water.  This position will support a staff of approximately 100 employees, overseeing the Division's payroll, managing the hiring for the Division, managing the procurement of goods and services, monitoring, and advising on budget expenditures, and handling FOIA, Director's Office, City Counsel, and citizen requests.  

This position will manage the critical data that is entered into the Division's work management system and MyNorfolk.  This will allow the Division to track performance indicators that will be used by Management and Leadership to make critical operational decisions for the stormwater infrastructure maintenance and repair and FEMA reimbursement during major weather events.

The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses, and visitors, including the City's Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.

The Division of Environmental Storm Water Management is tasked with reducing the threat of flooding and improving the water quality within the City of Norfolk.  Our crews maintain the City's stormwater infrastructure, consisting of underground pipes, structures, roadside and offroad ditches, BMPs, and pump stations to minimize the impact of rain and tidal flooding.

Departmental Hiring Salary Range:  $62,732.78 - $67,200.93

Essential functions include but are not limited to:

* Manages administrative support staff for a Division which encompasses approximately 100 employees.

* Conducts research, processes, and maintains records, collects, and analyzes data, provides data-driven reports to management and leadership to make critical decisions for efficient and effective programs.

* Composes correspondence and reports, files, and assists with all administrative support duties.

* Manages procurement and financial duties by ensuring all purchases abide with procurement laws, regulations, and policies.  Monitors inventory, purchases and stocks office supplies, resolves billing issues, and verifies and reconciles payments.  Must be able to make general mathematical computations.

* Coordinates with management in the preparation of the annual budget and development of long-term projections and forecasts.  

* Develops scopes of work and manages contracts for goods and services.  Monitors expenditures to ensure compliance with contracts.

* Collects and analyzes work performance indicator data utilizing database systems. Responsible for ensuring all data is entered accurately and in a timely fashion.
Produces performance reports to be used by management for funding reimbursement, maintenance decisions, or regulatory compliance.  

* Provides excellent customer service for both internal and external customers.  

* Schedules meetings and appointments, as well as establishes agendas and other supporting documentation for meetings, and documenting meeting minutes.

* Oversee recruitment by preparing advertisements for open positions, monitors vacancies, schedules appointments, participates in interview processes, performs reference checks, and completes written recommendations.

* Manages employee payroll, leave, benefit, and other personnel records. Assists employees with People Soft entries and inquiries. Knowledge of People Soft a plus.

* Assists with long range planning and formulation of goals and objectives and aiding in the development of policies, procedures, manuals, and plans.

* Assists staff with travel and training arrangements.

* Monitors the facility and equipment maintenance by coordinating work orders and minor repairs.

* Assist personnel with software and hardware issues.

* Operates computer, calculator, copy machine, facsimile machine, and multi-line telephone.  Must have good Microsoft office suite skills including excel and word.

* Requires the ability to follow verbal and written instructions.
Requires normal hearing and seeing capabilities.  Work will require long hours in front of a computer screen. Must be able to stand, bend, lift, reach and stoop to maintain files.  

* Must be able to work assigned shifts during emergency situations.

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Three years experience in a supervisory position.

Preferred Education/

Experience:

Bachelor's Degree in Business, Finance, Public Administration, or related degrees.

Two years of experience with data analysis or related field, or an equivalent combination of education and experience.
