CITY OF NORFOLK:
Department of Public Works is currently seeking a Utility Maintenance Supervisor within the Division of Environmental Storm Water Management. This position supervises employees responsible for inspecting, cleaning, and performing vegetation maintenance for the stormwater roadside and offroad ditches throughout the City. They will respond to citizen requests and emergency flooding situations. They will ensure their crews' compliance with safety regulations, assist customers with stormwater concerns, and contribute to the development and preparation of the annual budget.
Hiring Salary Range: $53,654.39 - $57,475.93 (with an additional $5,000 CDL Stipend)
Essential FunctionsEssential functions include but are not limited to:
- Supervise multiple crews responsible for maintaining the City's roadside and off-road ditches.
- Investigate and resolve issues by reviewing complaints, inspecting materials and equipment, scheduling and overseeing work, and documenting progress and productivity.
- Manage employees by inspecting job sites, assessing performance, assigning staff to tasks and worksites, assisting crews when necessary, reviewing timesheets, preparing reports, conducting performance evaluations, and coordinating employee orientation and ongoing training.
- Manage projects by investigating complaints, collaborating with engineers to determine appropriate solutions, documenting repairs, preparing work orders, supervising activities, tracking deliveries of materials, heavy equipment, and safety barriers, and monitoring work quality and costs.
- Manage inventory and procure supplies and materials from vendors and the City's storehouse in compliance with purchasing guidelines.
- Assist with hiring new staff.
- Ensure compliance with safety requirements by conducting safety inspections, reinforcing safety procedures, evaluating worksites for OSHA compliance, ensuring adherence to Miss Utility protocols, and monitoring proper traffic control patterns for repair crews.
- Assist customers with stormwater concerns by meeting with them, answering questions, explaining necessary repairs, and coordinating service schedules.
- Respond to emergencies by leading storm damage teams and coordinating standby crews for after-hours incidents.
- Operate, train, and oversee the operation of heavy construction equipment, including but not limited to pickup trucks, street sweepers, and dump trucks. Train employees in safe operation of hand tools such as weed eaters and mowers.
- Demonstrate computer proficiency; experience with work management database systems and Microsoft Office Suite preferred.
- Read and interpret road maps, pipe plans, and schematics.
- Understand and follow verbal and written instructions.
- Communicate clearly and concisely, both orally and in writing.
- Perform physical tasks including stooping, bending, lifting items up to 75 pounds, and climbing on and off equipment.
- Apply considerable knowledge of traffic laws and regulations relevant to heavy motorized equipment.
- Maintain normal hearing, peripheral and night vision, and depth perception necessary to safely supervise crews working on high-traffic roadways.
- Work in adverse weather conditions, including extreme heat or cold, sometimes under emergency circumstances.
- Work safely in environments involving open water.
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency. More than four years utility maintenance/repair/construction experience.
Additional Information & RequirementsMust possess valid Commercial Driver's License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.
Work Hours:
Monday – Friday 6:30 am to 3:00 pm; 40 hours per week every week;
This position may require the candidate to work a mandatory rotating on-call schedule and respond to after-hour emergencies.
