Position: Advisor, Senior (TMS Team)

Responsibilities

  • Serve as a senior advisor to the Government and provide support to the customer on program/project operations.
  • Determine the adequacy and acceptability of evolving program/project plans and change management strategies, molding processes and operations to improve the customer business methodology.
  • Apply knowledge of business management principles, organizational structures, and information management techniques to formulate long‑ and short‑term management plans designed to achieve the desired outcomes.
  • Analyze in‑place business, operational, and financial processes and management relationships.
  • Identify and recommend programmatic approaches to re‑define, plan, organize, design, develop, and modify current practices and processes.
  • Develop program/project plans, guidelines, and controls.
  • Perform tasks that require both practical experience and theoretical, state‑of‑the‑art technical knowledge in a specialty area.
  • Demonstrate a broad scope of expertise sufficient to support an entire domain of client operations—maintenance & supply chain management, total force management.

Position Overview

The Advisor, Senior will support a U.S. Navy customer by providing readiness and sustainment support to improve operational availability and mission effectiveness while controlling cost and optimizing constrained resources. The role employs collaborative, data‑driven operating models that include end‑to‑end readiness ecosystems across operations, maintenance, engineering, supply chain, manpower/training, and financial management. AI‑enabled approaches are desired to improve the speed, scale, and consistency of analysis and decision support.

Key duties include producing readiness assessments and decision‑support products, establishing and maintaining consistent readiness metrics and reporting, and integrating data from multiple authoritative and legacy sources to deliver actionable analytics and dashboards. Advanced analytics and, where appropriate, AI/ML techniques (e.g., forecasting, anomaly detection, natural language processing of maintenance narratives) are used to identify readiness drivers and constraints, improve predictive analytics, and inform trade‑space decisions that balance near‑term readiness with longer‑term capability objectives.

Qualifications
  • Bachelor’s degree in computer science, information systems management, mathematics, physics, operations research, statistics, or engineering, or equivalent specialized experience. Equivalent substitution: six years of additional related work experience.
  • Fifteen (15) years of related experience with at least twelve (12) years of direct experience in the following concentration area: TMS Team supporting the generation of readiness for TMSs, including knowledge of training and provider organization processes that generate PESTO readiness, leadership support for TMS Team leadership, and working knowledge of Naval Aviation maintenance and supply processes and their data systems (e.g., NAMP, P‑485, OOMA/DECKPLATE, AMSRR, RSUPPLY, AFAST, ACES, TFMMS, SHARP/MSHARP, PSILS, and ASM).

    Capable of statistical analysis and producing supporting charts in Qlik, Tableau, or PowerBI.
  • Prior military experience as a Commissioned Officer and/or senior‑level DoD government experience (GS14‑15, O5‑O6) may be considered favorably.
  • Must hold an active DoD Secret Clearance or higher.
  • Must be a U.S. Citizen.
