Epsilon Systems is seeking a full-time Program Analyst I in Norfolk, VA.

The Program Analyst provides analytical, technical, and operational support to Program and Project Management for government contract execution. The position analyzes program performance, contract requirements, staffing, schedules, deliverables, technical requirements, and operational needs and provides recommendations to management.

The Program Analyst applies knowledge of U.S. Navy Hull, Mechanical, and Electrical (HM&E) systems, shipboard maintenance, repair, modernization, and operations to support contract performance, workforce planning, technical staffing, and program decision-making. The position requires discretion and independent judgment in identifying program issues, analyzing information, evaluating alternatives, and recommending appropriate courses of action.

Essential Duties and Responsibilities
  • Analyze contract requirements, program performance, staffing, schedules, milestones, deliverables, and operational requirements to support successful contract execution.

  • Monitor and analyze program metrics to identify risks, trends, staffing gaps, technical concerns, schedule impacts, and performance issues and recommend appropriate corrective actions.

  • Exercise discretion and independent judgment in evaluating program requirements, staffing, technical issues, schedules, and contract performance, including identifying deficiencies, evaluating alternatives, and recommending courses of action to Program and Project Management.

  • Prepare, coordinate, and maintain monthly contract deliverables, reports, briefings, spreadsheets, presentations, and other management documentation.

  • Analyze program, staffing, technical, and performance information; identify potential risks or deficiencies; and develop actionable recommendations to improve program execution.

  • Evaluate staffing requirements, personnel assignments, qualifications, training, technical capabilities, and workload against contract requirements and operational needs.

  • Apply knowledge of U.S. Navy Hull, Mechanical, and Electrical (HM&E) systems, maintenance practices, shipboard operations, repair, and modernization when evaluating technical staffing, personnel qualifications, maintenance requirements, and contract performance.

  • Support recruiting and workforce planning by reviewing candidate qualifications, coordinating interviews, assessing alignment with technical and contractual requirements, and providing management with input regarding candidate suitability.

  • Coordinate employee onboarding, offboarding, personnel requirements, training requirements, and workforce actions with Program Management, Project Management, Human Resources, Recruiting, and other internal departments.

  • Coordinate program travel requirements, schedules, authorizations, supporting documentation, and other travel-related requirements necessary to support contract execution.

  • Track contract requirements, management actions, program milestones, deliverables, and action items through completion and identify potential delays or deficiencies requiring management attention.

  • Coordinate with customers, employees, subcontractors, vendors, and internal departments to analyze and resolve program, staffing, technical, administrative, and operational issues.

  • Participate in program, management, and customer meetings and support status reporting, briefings, program reviews, and action-item management.

  • Assist Program and Project Management in resolving issues affecting cost, schedule, staffing, technical performance, workforce readiness, and overall contract execution.

  • Independently prioritize multiple responsibilities, analyze competing requirements, and resolve routine program issues while meeting established deadlines with limited supervision.

  • Apply strong analytical, organizational, problem-solving, and communication skills when evaluating program information and coordinating actions across multiple stakeholders.
