Project Controls Manager Job Description

The Project Controls Manager will support a large, high-profile construction project at a major commercial airport in Norfolk, Virginia. This onsite role oversees all project controls functions, including scheduling, cost management, forecasting, and performance reporting. The position focuses on developing and managing cost- and resource-loaded schedules while partnering closely with project leadership to drive predictable, on-time, and on-budget project outcomes.

Responsibilities
  • Lead the development, maintenance, and optimization of detailed project schedules, including cost- and resource-loaded schedules for a large, multi-phase airport construction project.
  • Oversee day-to-day schedule management to ensure activities are accurately planned, sequenced, and updated based on actual progress and project changes.
  • Manage project cost control activities, including cost tracking, cost analysis, and forecasting to support informed decision-making.
  • Prepare and present regular performance reports on schedule and cost status, highlighting variances, risks, and recommended corrective actions.
  • Collaborate closely with project leadership and field teams to align schedule and cost data with construction means and methods, sequencing, and labor plans.
  • Support labor forecasting by integrating labor-loaded schedules and resource planning into the overall project controls framework.
  • Coordinate with multiple stakeholders throughout the project lifecycle to support active communication, alignment, and issue resolution.
  • Translate complex schedule and cost information into clear, understandable updates for both technical and non-technical stakeholders.
  • Identify potential schedule and cost risks early and recommend mitigation strategies to maintain project objectives.
  • Maintain organized project controls documentation and ensure data integrity across scheduling and cost management systems.
Essential Skills
  • At least 5 years of experience in project controls, scheduling, or cost control within the construction industry.
  • Proven experience developing and managing cost- and resource-loaded schedules on complex construction projects.
  • Hands‑on experience with cost-loaded and labor-loaded schedules, including their integration into overall project plans.
  • Strong understanding of construction means and methods, construction sequencing, and labor forecasting.
  • Experience supporting large, multi-phase construction projects that require active stakeholder coordination.
  • Ability to clearly communicate schedule and cost data to both technical and non-technical stakeholders, verbally and in writing.
  • Strong analytical skills with the ability to interpret data, identify trends, and support data‑driven decision‑making.
  • Excellent organizational skills with the ability to manage multiple priorities and maintain accurate project controls documentation.
  • Effective problem‑solving skills with a proactive approach to identifying and addressing schedule and cost issues.

Work Environment

This is a fully onsite role based at Norfolk International Airport, supporting a major commercial construction project. The work will primarily take place in an on‑site project office with regular visits to construction areas as needed to coordinate with field teams and validate schedule and cost assumptions.
