Location: Norfolk, VA (On-site at NATO HQ SACT)
Employment Type: Full‑time, contractor support (contingent upon contract award & customer approval)
Security Clearance: Active/eligible for NATO or National SECRET (or higher)
Openings: 1 opening
Target Base Salary Range: $111,000 - $159,000
Travel: Up to 20 days/year (generally within NATO boundaries).
Role OverviewSupport NATO capability development by engineering and documenting cyberspace warfare capabilities from operational needs through specifications, architectures, and implementation plans. You will work hands‑on across systems engineering activities and engage a multinational stakeholder community to validate outputs.
Key Responsibilities- Translate operational requirements into capability requirements and specifications for cyberspace capabilities.
- Develop or support capability architectures and functional/non-functional specifications.
- Develop or support implementation plans (scope, timelines, cost, risk).
- Build and sustain Communities of Interest to develop and validate capability products.
- Support feasibility studies, foresight analysis, technical/operational analysis, and experimentation campaigns.
- Organize and participate in workshops, conferences, and stakeholder engagements.
- Perform additional tasks as assigned by the COTR.
- Master’s degree in engineering/systems engineering/computer science (or bachelor’s + 5 years recent hands‑on systems engineering in a military context).
- Recent hands‑on authorship of specifications/architectures/functional analyses/designs (3+ within the last 5 years).
- Post‑degree CIS security and cyber defence credentialing (e.g., CISSP, GIAC, ISACA CISM).
- Hands‑on architecture drafting experience (NAF, TOGAF, or equivalent).
- Expert‑level program/project management certification (e.g., PMP, MSP, PPQ).
- Valid NATO nation passport with no travel restrictions to NATO nations.
- Citizen of a NATO member nation; active NATO or National SECRET (or higher) clearance;
English proficiency.
- Experience working with military information and cyber systems engineering in multinational contexts.
- Experience facilitating stakeholder workshops across government/industry/academia.
- Prior NATO capability development experience.
