Epsilon Systems Solutions, Inc. is seeking a Damage Control (DC) Fire Assessor in Norfolk, VA.
Job Summary:
The DC Fire Assessor shall provide technical and subject matter expertise to include analysis, coordination, scheduling, and logistics in support of U.S. Navy Surface Force ships to sustain or improve Damage Control material and operational readiness under the Damage Control/Fire Assessment Program.
Duties and Responsibilities:
Provide on-site representation to serve as a technical and subject matter specialist applying professional engineering knowledge and concepts in support of initiatives associated with damage control, maintenance, repair, and modernization of U.S. Navy surface ships. Plan and execute all aspects of Damage Control Fire Safety Program inspections aboard all surface combatant platforms, including monitoring enforcement of Naval Safety Standards, Hazardous Material (HAZMAT) and Hazardous Waste (HAZWASTE) stowage, analyzing watch bills for compliance with established standards, and overall sustainment and enforcement of the CNSL (Fire Safety Assessment Program (FSAP) Damage Control program.
Provide review and approval of tactical scenario exercise guides and drill guides based on government-provided guidance parameters and knowledge of Navy Damage Control publications and Navy Standard Technical Manuals (NSTMs), including but not limited to Surface Ship Firefighting (S9086-S3-STM-010/555V1), NAVSEA Technical Publication for Industrial Ship Safety Manual for Fire Prevention and Response (S0570-AC-CCM-010/8010) (NAVSEA 8010). Provide support for the submission of an electronic weekly summary report of completed actions and running totals of key events as defined by the government.
Provide technical guidance recommendations to CNSL N45, Force Damage Control Officer, Program Managers, and surface ships in compliance with all CNSP/CNSL instructions and policies for Shipboard Damage Control and Firefighting Systems, specifically ships in maintenance availability. Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding the CNSP/CNSL Fire Safety Assessment Program during normal office hours if not already engaged in out of office CNSP/CNSL Fire Safety Assessment Program matters.
Provide shipboard support to facilitate Damage Control oversight onboard U.S. Navy Surface Vessels via in person visits to CNSL ships in port. Provide shipboard Damage Control Drill Briefing and Drill support for shipboard Damage Control Drill Briefs on board Naval Installations and private shipyards within the Hampton Roads area . Provide Damage Control Drill Training support shipboard with partner commands events (if needed) onboard Naval Installations and private shipyards within the Hampton Roads area, Rota, Spain and Mayport, FL.
Provide shipboard Fire Safety Assessment support to complete shipboard Fire Safety Assessments in support of CNSP/CNSL FSAP onboard Naval Installations and private shipyards within the Hampton Roads area, Rota, Spain and Mayport, FL. Provide shipboard Crew Move Aboard Assessment support to complete Crew Move Aboard Assessments. Submit and file electronic after-action reports upon completion of shipboard visits listed above via MS Office product and/or government provided IT system.
Required Qualifications:
Significant naval shipboard work experience as military, civil service, or contractor (E-7 or GS-12 or higher) supporting USN surface ship operation and/or maintenance. Five (5) years' experience within last five (5) years of operation and maintenance of shipboard Damage Control and Chemical Biological Radiological Defense (CBRD) systems and equipment. Five (5) years' experience within last five (5) years with shipboard Damage Control Training and Navy Fire Fighting techniques, policy, and programs, including NAVSEA 8010 Manual.
Five (5) years' experience in conducting and/or reviewing compliance audits, certifications, and assessments. Experience in developing, tracking, and monitoring metrics and/or conducting deep dive analysis in Naval Engineering subject area. Eight (8) years of Navy Damage…
