Project Manager / Engineering Technician VI – Submarine PSSE Program Support

Position OverviewLocation:
Norfolk, VA – MARMC / Naval Station Norfolk
Additional duties may include travel to U.S. Navy ships, shipyards, contractor sites, and other Naval facilities as mission requires.
Clearance:
Active Secret clearance required.
Screening Requirement:
Government resume approval, NDA, and customer‑required onboarding/training.
- Full‑time position contingent upon contract award.
- Period of Performance: 22 July 2026 – 21 July 2031.
- Serve as the senior Project Manager / Engineering Technician VI supporting PSSE program management, engineering services, maintenance coordination, certification support, logistics support, and readiness reporting.
- Support TYCOM on PSSE‑related issues, including maintainability, availability, logistics support, life‑cycle cost, repair capability, and fleet readiness concerns.
- Collect PSSE condition reports from user activities and prepare recurring PSSE status reports for Government stakeholders.
- Coordinate, schedule, and conduct PSSE site assessment visits to evaluate in‑fleet PSSE condition, assist users and maintainers, and identify issues requiring Government or ISEA attention.
- Maintain master schedules of fleet PSSE needs, including naval shipyard support requirements.
- Maintain and manage applicable technical manuals, drawings, load test drawings, Planned Maintenance System documentation, loading and handling procedures, standards, TYCOM directives, and PSSE inventory/condition history.
- Coordinate with PSSE ISEA, PSSE users, maintenance activities, submarine squadrons, fleet personnel, Regional Maintenance Centers, and other Navy organizations to resolve technical, maintenance, logistics, and readiness issues.
- Provide on‑call, non‑routine PSSE problem resolution when downed equipment or urgent fleet support issues affect ship schedules or readiness.
- Support maintenance, certification, and QA program activities to keep PSSE equipment in fully operational and certified condition.
- Attend logistics support reviews and provide input on provisioning, maintenance philosophies, logistics support, and engineering change impacts.
- Conduct recurring PSSE program updates with Government SMEs, TYCOM, and submarine squadron stakeholders.
- Support material and tooling requirements needed to restore PSSE to certifiable and usable condition using MRCs, technical manuals, drawings, and approved procedures.
- Support blocking, bracing, stenciling, storage, shipping, receiving, truck inspections, and non‑ordnance handling material requirements.
- Monitor shop consumables and coordinate supply needs using Government‑designated inventory processes.
- Ensure work is performed safely in shipboard, waterfront, industrial, maintenance, and confined‑space environments in accordance with customer, OSHA, and local activity requirements.
- U.S. Citizenship required. Active Secret clearance required.
- Minimum 10 years of full‑time experience leading technical projects involving mechanical equipment.
- Minimum 8 years of full‑time hands‑on technical experience within the last 10 years in the operation, maintenance, installation, test, and/or repair of PSSE incorporated in Submarine PSSE Non‑Ordnance Handling systems.
- Hands‑on experience working directly with mechanical support equipment, maintenance procedures, technical manuals, drawings, PMS, MRCs, certification processes, or similar Navy maintenance documentation.
- Ability to coordinate technical, maintenance, logistics, readiness, and program status issues across Government, fleet, shipyard, squadron, maintenance, and contractor stakeholders.
- Strong written and verbal communication skills, including ability to prepare reports, status updates, recommendations, and technical coordination materials for Government review.
- Ability to work aboard U.S. Navy ships and in waterfront, shipyard, industrial, and maintenance environments.
