As part of the Hampton Roads Connector Partners (HRCP) Joint Venture (JV) consisting of VINCI Construction and Flatiron Dragados, this role is part of the $3.3BN Design Build project – the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT). The project scope covers a 9-mile section of I-64, including a new 3.5-mile bridge‑tunnel crossing with 8 lanes, replacement of the existing marine approach bridges, and addition of a third lane on I‑64 in each direction.

Twin 45‑ft diameter 1.5‑mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening in North America. The project is expected to continue through the beginning of 2027.

• Review vendor drawings, product submittals, and material specs to ensure compliance with complex project requirements.
• Track design package status, generate and follow up on RFIs or field change requests.
• Perform quantity take‑offs for cost estimates, payment applications, and schedule updates.
• Conduct construction site inspections to verify proper installation, alignment, and safety of mechanical equipment such as large compressors, pumps, and piping.
• Assist in preparing detailed requisitions for material purchase, services, and subcontracts.
• Assist with scheduling, commissioning, and site safety inspections.
• Establish and maintain client relationships to define needs, explain technical information, concepts, or study results.
• Interact with subcontractors, suppliers, and equipment vendors for scope development and price solicitations.
• Verify and complete requests for proposals, estimates, and other technical documents.
• Perform other duties as assigned or requested.

Required:

• Bachelor’s degree in engineering from an accredited institution.
• Minimum 3 years’ work experience related to mechanical construction.
• Familiarity with CAD and other PC software packages typically associated with engineering.
• Basic engineering knowledge in civil works.
• Knowledge and experience with scheduling software (e.g., Microsoft Project).
• Ability to plan, prioritize, organize, and monitor activities and projects.
• Proficiency with Microsoft 365 (Outlook, Excel, Word, Teams, SharePoint).
• Experience working in a dynamic and challenging environment.
• Ability to work in environmental extremes of heat and cold, dependent on location.
• Tolerance for fast‑paced work that may require long hours, including nights and weekends.
• Required to wear personal protective equipment (PPE) such as hard hats, safety glasses, and reflective vests on site.

• Must be able to lift 25 lbs.
• Occasional bending, stooping, twisting, crawling, and kneeling.
• Occasional ladder climbing.
• Frequent work in dusty environments.
• Frequent work in areas with excessive noise.
