The Project Controls Manager collaborates with the Norfolk Airport Authority's estimating, project management, field supervision, and planning and scheduling staff to develop and oversee project schedules and manage complete estimating services for large, complex projects.

• Lead the development of detailed project schedules and gather progress updates to maintain project status.
• Conduct impact analysis for potential delays and collaborate with the project management and scheduling team to establish and assess project goals.
• Oversee schedules for multiple or large complex projects and analyze them to identify duration and logic issues.
• Prepare and analyze construction claims and time‑related disputes.
• Automate cost estimating software, mentor other estimators, and develop project assemblies, models, and database items.
• Apply indirect costs, perform escalation calculations, and conduct risk analysis to determine contingency.
• Incorporate historical data from purchase orders, subcontracts, and productivity reports into unit and man‑hour figures.
• Review proposal specifications, drawings, and participate in pre‑bid meetings to assess scope and estimate requirements.
• Generate quantity takeoff using automated software tools.
• Provide technical support and mentoring to less experienced department members.

• Four‑year bachelor’s degree in engineering, construction management, or equivalent.
• Extensive 10+ years of experience in construction planning, scheduling, estimating, and related functions.
• Thorough knowledge of corporate objectives impacting planning, scheduling, and estimating strategies, and construction contracts.
• Previous experience in the aviation industry preferred.
• PSP, CEP, or CCP certification a plus.
