Position: GENERAL ENGINEER

Summary

You will serve as a GENERAL ENGINEER in the DDG Class Project Engineering Branch, Avaliability Support & Planning Division, Chief Engineer, Engineering Department, Norfolk Ship Support Activity (NSSA), of MID ATLANTIC REGIONAL MAINTENANCE CTR.

Duties
  • You will provide engineering/technical services during availability planning.
  • You will attend all pre-availability planning meetings.
  • You will provide oversight of the contractor's technical performance of shipboard work for compliance to contract specifications.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience in reviewing contractor work specifications, participating in pre-availability planning meetings, providing technical oversight, and managing technical documentation (e.g., 2-Kilos, DFS).
  • Experience providing technical evaluations and recommendations for change proposals and new work.
  • Experience serving as a technical authority, adjudicating non-conformances, and responding to contractor condition reports.
  • Experience providing engineering/technical services for maintenance periods outside of CNO availabilities (e.g., CM, CMAV).
  • Experience coordinating responses for CASREPs, Hot Jobs, and other fleet technical assists.
  • Experience leading teams, managing complex projects, setting milestones, and communicating effectively across different levels of an organization (e.g., Ship s Force, contractors, senior leadership).
Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor s degree (or higher) in a school of engineering with at least one program accredited by ABET; or (2) include calculus and courses in five of the following areas: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits;

properties of materials; and other related areas. Alternatively, applicants may have: current registration as an Engineer Intern (EI) or licensure as a Professional Engineer (PE); or have passed the Fundamentals of Engineering (FE) examination; or have completed substantial engineering coursework as described above.
