Systems Planning and Analysis, Inc. (SPA) is seeking a Financial Accountant to provide onsite support in Norfolk, VA. The candidate will support senior‑level accounting and treasury functions for the Section Head (Treasury & Accounting), BUDFIN, HQ SACT, and coordinate across NATO Allied Command Transformation (ACT) entities.

Provide support based on International Public Sector Accounting Standards (IPSAS) to the Section Head, including onsite coordination across ACT entities for ACT‑wide financial reporting and compliance.

Develop, implement, and maintain IPSAS‑compliant accounting policies, directives, procedures, and training in accordance with NATO financial regulations and ACT guidance.

Perform daily accounting operations: general ledger management, reconciliations, cash management, financial reporting, audit support, budgeting assistance, and month‑end and year‑end close activities.

Prepare and coordinate consolidated annual financial statements, audit documentation and responses, track corrective actions, and ensure proper accounting treatment for funds, fixed assets, and financial transactions.

Provide recommendations and technical guidance related to reimbursable services, service level agreements, accounting systems, and financial management process improvements.

• Bachelor’s degree in finance/accounting/audit or professional qualification from an IFRS member body such as CPA/ACCA/CIPFA or national equivalent, with 6 years of post‑related experience.
• 10+ years of experience developing plans, policies, and processes for finance and/or accounting.
• 10+ years of experience developing and presenting analysis and control of mission information, functions, processes, and objectives to achieve reasonable assurance of efficient and effective operations.
• 5+ years of experience preparing financial statements in the private or public sector.
• 5+ years of experience with accounting principles, procedures, and standards, specifically IPSAS.
• English proficiency equivalent to SLP 3333.
• Experience in supporting IPSAS implementation.
• Experience implementing intangible accounting policies, procedures, and registers.
• Active NATO or national security clearance.
• Ability to work fully onsite based on client needs.

• Experience applying and supporting IPSAS‑compliant accounting and financial reporting within a NATO, public‑sector, or international organizational environment.
