Financial Systems Business Analyst
Quattro Consulting, an operating firm of Command Holdings, is seeking a Financial Systems Business Analyst to support the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic in Norfolk, VA. The ideal candidate brings a strong analytical foundation, hands-on experience with enterprise data tools, and the ability to translate complex data into actionable insights for decision-makers. This role requires a collaborative, client-focused professional who can operate effectively in a fast-paced environment while managing multiple priorities.
Responsibilities for this position may include:
- Conducting financial analysis, including developing cost projections and trend analysis.
- Building, tracking, and reporting on financial metrics to ensure required services are delivered to the client on schedule and within scope.
- Partnering with the client to identify opportunities for process improvement and develop new tools to streamline contract compliance within the command.
- Providing ERP platform support for Non-labor and Labor (Financial Accounting-FA/ Funds Management - FM/Project Systems - PS) functions.
Multiple positions may be hired from this announcement. Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and/or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.

Basic Qualifications:
- Bachelor's degree or 4 years of equivalent experience.
- Must be able to pass a Tier 1 federal investigation.
- Minimum of 12 months of related accounting, budget, or financial management experience.
- Strong experience in process automation and data visualization using Power Query, Power Pivot, Power BI and/or VBA.
- Hands-on experience with at least one modern analytics or automation tool (e.g., Python, SQL, Databricks, UiPath, or SAS).
- Advanced Microsoft Excel skills.
- Demonstrated proficiency in using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Must be a U.S. Citizen.

Preferred Qualifications:
- Current, active Public Trust.
- Experience in one or more of the following areas: PPBE cycle; budget formulation, execution and/or financial management, particularly in a DoW organization, especially the U.S. Navy.
- Experience in Navy ERP.
