Position: Budget Analyst (Journeyman)*

This role supports contingent workforce initiatives and related staffing efforts.

Primary Responsibilities
  • Review budget estimates for completeness, accuracy, and compliance with applicable procedures and regulations.
  • Analyze budgeting, accounting, obligation, and expenditure reports to identify trends, risks, and execution issues.
  • Support development of cost estimates, spend plans, program financial summaries, and budget exhibits.
  • Assist with obligation and expenditure phasing plans and monitor execution against approved funding profiles.
  • Support financial analysis for business programs, including FMS-related activities when applicable.
  • Assist with FMS case financial documentation, case execution tracking, and funding status updates.
  • Use Navy or DoW financial systems to research funding data, reconcile information, and support financial reporting.
  • Prepare financial inputs for briefs, reports, data calls, meetings, and program reviews.
  • Coordinate with program management, financial management, contracting, and logistics personnel to resolve funding questions.
  • Maintain financial tracking tools and ensure data is current, accurate, and ready for government review.
Required Qualifications
  • BA/BS degree in a relevant discipline and Active Secret security clearance.
  • 3 to 10 years of experience performing duties similar to the functional description.
  • 2 years of Department of the Navy financial management experience, including business program financial analysis, FMS support, cost estimates, program status reports, DoW FMR, FAR, PPBE, procurement policies, FMS case documents, obligation and expenditure phasing plans, and use of Navy financial systems such as NERP, DSAMS, MISIL, or similar tools.
  • Ability to work effectively with government, military, and contractor stakeholders.
  • Strong written and verbal communication skills with the ability to prepare professional briefs, reports, and correspondence.
Education Substitution
  • Associate’s degree plus two additional years of relevant experience may substitute for a bachelor’s degree.
  • Four additional years of relevant experience may substitute for a bachelor’s degree.
Preferred Qualifications
  • Working knowledge of the PPBE process, DoW FMR, FAR, and Department of the Navy procurement processes.
  • Experience with NERP, DSAMS, MISIL, or comparable DoW financial systems.
  • Experience supporting FMS financial planning, case execution, or reconciliation activities.
Work Environment
  • This position supports a Department of War aviation acquisition program and may require on-site support at a government or contractor facility.
  • The role requires frequent coordination with government customers, contractor teammates, and cross-functional technical and business teams.
  • Work products may include program documentation, briefings, reports, schedules, financial inputs, action item trackers, and meeting support materials.
