Duties
* You will provide financial statements, accounting reports, and other information reflecting the interrelationship between accounting, budgeting, and other management data.
* You will perform functions such as formulation of budget and estimates to support plans, programs, and activities, including presenting and defending, budget estimates before authorities.
* You will review and evaluate budget requests and control, and report of obligations and expenditures.
* You will develop, determine, and interpret budgetary policies and practices.
* You will analyze and recommend costs and benefits of alternative methods of financial management of organization' s programs and administrative operations.
* You will implement legal and regulatory controls over approved budgets; and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
* You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities as required. Requirements Conditions of employment

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* Travel may be by commercial (air, rail, POV, etc,) or government-operator (military aircraft, vessels or vehicle) or government-chartered carriers. Qualifications GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience formulating budgets and estimates to support plans, programs, and activities including presenting and including budget estimates before authorities.
* Experience analyzing and recommending costs and benefits of alternative methods financial management of the organization's programs and administrative operations.
* Experience implementing legal and regulatory controls over approved budgets.
* Experience developing, determining, and interpreting budgetary policies and practices.
* Experience providing advice in effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
* Experience assisting in budget formulation, execution, financial planning, and extracting and analyzing financial data using integrated financial management systems (such as Navy ERP).
* Experience applying financial regulations, policies, procedures to evaluate funding requests, and independently performing complex budget analysis, formulating financial plans, and executing fund controls.
* Experience interpreting and applying Federal Appropriations Law, DoD/DoN financial management regulations, and financial policies.
* Experience conducting detailed financial tracking, identifying discrepancies, and formulating corrective actions (e.g., labor corrections, contract charge reconciliations). Additional qualification information can be found from the following Office of Personnel Management web site:
