Summary
You will serve as a FINANCIAL MANAGEMENT ANALYST in the FLEET COMPTROLLER DEPARTMENT of COMMANDER US FLEET FORCES COMMAND.
Duties- You will utilize Enterprise Resource Planning (ERP) System, Program Budget Information System (PBIS), Defense Travel System (DTS), War Data Platform (WDP/Jupiter, Foundry, as well as underlying data lakes and sources.
- You will manage the end-to-end development lifecycle of financial management tools, systems, and budget execution reports, ensuring they meet the needs of Department of Navy stakeholders.
- You will govern the full data lifecycle of the command's financial management tools, establishing standardized data validation procedures to ensure general ledger and budget data is primed for analysis.
- You will clean, structure, and validate complex financial datasets, resolving lines of accounting (LOA) and budget execution discrepancies to maintain a high rate of report accuracy.
- You will apply financial policies set forth by DOD such as the Operations and Maintenance, Navy (OMN), Operations and Maintenance, Navy Reserves (OMNR), and Other Procurement Navy (OPN) Appropriation Finance Law.
- You will isolate and define unknown conditions, resolve critical problems, and develop new theories concerning budget, accounting, and financial management programs.
- You will assign tasks across the BSO and subordinate commands; monitor and review progress; and report on work progress through all stages of completeness and consolidate inputs as necessary.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience conducting financial data analysis and preparing reports for decision support
- Experience directing budget execution, accounting principles, and transactional processes
- Experience testing financial data accuracy to validate reports and applications
- Experience guiding project management involving multiple stakeholders, milestones, and deliverables
- Experience in the innovative application of automation and visual reporting tools
