Procurement Analyst, GS-1102-12 in the Contracting Division. Provides direction and advice to District elements, Branch Chiefs, and the Chief of Contracting in areas of acquisition planning, contractual strategy, and execution of acquisition programs for Construction, Architect Engineering, Supplies & Services. Reviews management decisions affecting implementation and changes in policies, procedures, and methodology, to assure intended and consistent interpretation and compliance by the District.
Analyzes and evaluates cost and financial data contained in various types of proposed contracts for all types of contracts. Conducts training of contracting personnel to improve acquisition practices. Publishes informational material to inform, clarify, and explain regulatory and policy changes, and to note recurring errors observed during contract review. Resolves acquisition compliance problems and develops path forward for corrective action.
Determines trends for identification of training requirements and makes recommendations for such to the Chief of Contracting.

Serving as the lead for policy development, compliance, and operational excellence, this role ensures all contracting actions adhere to applicable laws, regulations, and USACE standards while providing trusted advisory support to the District Contracting Chief and senior leadership.
As the primary liaison to higher headquarters and a mentor to the contracting workforce, the position strengthens consistency, reduces risk, builds capability across construction, services, A/E, and supply contracting, and ensures critical programs such as the Government Purchase Card and contracting systems support function seamlessly to enable timely, compliant, and mission-ready acquisition outcomes.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
