Duties- Serves as the local Records and Information Management Specialist (RIMS) at a U.S. Army Corps of Engineers (USACE) North Atlantic Division, Norfolk District with continuing responsibility for the administration, coordination, and implementation of the Records Management Program (RMP) for the assigned Command.
- Responsible for ensuring adequate controls are in place for successful operation of the RMP: determines the requirements and develops and implements plans, actions, systems, procedures, guidelines, training, and other processes necessary to provide for the efficient, effective, and economical management.
- Monitors, analyzes, and evaluates work relative to the development and execution of the RMP, which includes the following functional areas:
Department of the Army (DA) Record-keeping Systems Management;
Official Mail and Distribution Management; preparing and managing Correspondence; development of new Office Symbols; publishing notices in the Federal Register (Rule-making); managing the Freedom of Information Act (FOIA) Program and the Privacy Act (PA) Program; monitoring Management Information Control Systems; managing Vital Records;
Publications and Forms Management; and, managing the terminology standardization and plain language provisions of the Plain Writing Act of 2010. - Ensures all records are in conformance with and in compliance with the rules, regulations, and policies of the National Archives and Records Administration (NARA), the Department of Defense (DOD), and the DA for all records maintained by the Command, regardless of media.
- Develops plans, policies, and procedures for the local RMP. Ensures proper coordination, integration, and compatibility of short/long-range program objectives and policies within DA and Federal objectives and policies. Oversees the implementation of the RMP in all offices producing, accumulating, or maintaining records.
- Writes the local Records Management Policy Memorandum that establishes the policy for all records management actions to be taken within the Command. Ensures DA policies are implemented; leads the local program by providing oversight, monitoring, controlling, administering, and conducting the mission requirements.
- Reviews program objectives, policies, operations, progress of corrective actions, resources, effectiveness, conformance to prescribing directives, and other related matters; and analyzes the results of survey and study data to identify potential improvements, cost-saving and efficiencies in both manual and automated information systems.
- Serves as the local Official Mail Manager (OMM). Oversees mail operations and security, whether provided by the government or a contractor. Ensures compliance with the Private Express Statutes, the proper usage of private carriers, all mail-related equipment and systems, and prepares and submits the Semi-Annual Postal Accountability Report and uploads the information into the Army Military Postal System (AMPS).
- If mail services are contractor provided, serves as a Contracting Officer’s Representative (COR) or Contracting Officer’s Technical Representative (COTR) in accordance with appointment letters, the Federal Acquisition Regulation hierarchy, and established policies and procedures. Performs contract administration and quality assurance oversight over contractor’s work in accordance with appointment letter.
