Duties
* Develop and coordinate activities and issue instructions on facilities management, utilities/energy conservation, major and minor repairs and construction, and facilities use.
* Assist the District Logistics Manager in the development of space utilization studies, facility optimization, sustainment strategy and execution.
* Serve as Logistics Management Office's Contracting Officer's Representative (COR) pertaining to the administration of facilities and services contracts.
* Conduct detailed inspections to determine structural deficiencies, proper use, supervision of service contracts and compliance with public law, federal and state regulations.
* Act as the point of contact for all facilities and fixed property, and provide guidance on furniture, carpet, draperies, etc. to assure consistency with existing office environment and decor, and overall layout planning.
* Coordinate moving services including administering contract requirements and obligations in connection with moving services.
* Oversee contractor employees to ensure contract requirements are met. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* This position is "Mission Essential". In the event of severe weather conditions or emergency type situations (natural or man-made disaster), the incumbent is required to report to work or remain at work as scheduled to support mission operations.
* The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
* Incumbent must be able to obtain a Contracting Officer Representative training certificate within 6 months from date of appointment. Qualifications Who May Apply:

Experience:
One year of specialized experience which includes:
Inspecting facilities and evaluating use patterns to identify maintenance, repair, and construction requirements and develop preventive maintenance programs;
Drafting instructions regarding utilities/energy conservation;
