Director, Training, Exercises, And Wargaming

Summary

You will serve as a DIRECTOR, TRAINING, EXERCISES, AND WARGAMING in the TRAINING EXERCISES & WARGAMING DIVISION of NAVY WARFARE DEVELOPMENT CENTER.

• You will serve as the Director, Training, Exercises, and Wargaming at Navy Warfare Development Center (NWDC).
• You will direct and execute Training, Exercises, and Wargaming support for Fleet and Carrier Strike Group war games, the Operational Level Training and Exercise Program (OLTEP), Large Scale Exercises, and Navy participation in Joint training.
• You will be responsible for oversight of all aspects of budget, manpower, contracting, design, management, and execution of Training, Exercises, and Wargaming Directorate operations.
• You will participate in the development and documentation of long- and short- range planning efforts.
• You will serve as an expert consultant on the most challenging Training, Exercises, and Wargaming program management issues.

• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• MSP/PPP applicants must currently hold the required security clearance.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience developing new methods and approaches in planning, integrating, and evaluating Training, Exercises, and Wargaming (TE&W) programs.
• Experience with in-depth knowledge and thorough understanding of leadership principles, strategic planning, business management, government contracting, fleet operations, and project management.
• Experience directing, coordinating, and executing TE&W support for Fleet and Carrier Strike Group war games, the Operational Level Training and Exercise Program (OLTEP), Large Scale Exercises, Navy participation in Joint training, and other Navy Warfare Development Center (NWDC) lines of effort.
• Experience advising other specialists in and outside the agency, as well as top managers and decision-makers, on issues developing, communicating, or enhancing TE&W program matters involving interaction with all of the agency's activities, both nationally and internationally.
• Experience providing direct administrative and technical supervision to a diverse, high-level professional workforce (civilian and military) equivalent to the GS-13/14 level, and providing program oversight and performance evaluation to a large contractor workforce.
