Position: HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) with Security Clearance
Duties
* You will serve as an advisor to management in all stages of disciplinary and adverse actions, Employee Relations and provide input on decisions which have an impact on overall HR policy at serviced commands.
* You serve as a "troubleshooter" or "consultant" to management on all Employee and Labor Relations (ER/LR) issues, resolve controversial, complex problems, provide authoritative assistance and solutions to novel and obscure problems/issues.
* You will coordinate and/or prepare responses to external program review findings and recommendations regarding sensitive issues and assist the supervisor in conducting internal assessments of the ER/LR functional program.
* You will be developing agreements between management and labor organizations, alternative dispute resolutions (ADR), contract negotiations, arbitration hearings, unfair labor practice (ULP) complaints, etc.
* You will advise managers on union organizing and recognition, establishment of the management negotiating teams, evaluate and prepare responses to grievances, train and prepare managers to effectively deal with labor organization representatives.
* You will provide technical assistance to employees and managers on all aspects of ER problems/issues, relating to leave, hours of work, medical issues, performance issues, and pay (as applied under 5 USC and the Fair Labor Standards Act (FLSA).
* You will serve as a negotiating team member or chief spokesperson on contract renegotiation, midterm bargaining, and impact and implementation negotiations.
* You will serve as an agency management representative and technical advisor in hearings before the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), Virginia Employment Commission (VEC), and grievance arbitrators. Requirements Conditions of employment

* Must be determined suitable for federal employment.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications For GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience applying knowledge of general human resources management.
* Experience assisting with writing documents to prepare findings in labor and employee relations.
* Experience gathering and evaluating case facts, developing recommendations for and assuring the implementation of appropriate corrective actions.
* Experience conducting research to identify courses of action after problem identification.
* Experience and skill in written and oral communication to prepare and present findings in a logical and clear manner. For GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience applying knowledge of general human resources management.
* Experience assisting with writing documents to prepare findings in labor and employee relations.
* Experience conducting research to identify courses of action after problem identification.
