Position: Junior Analyst (1887)
Position Overview

The Junior Analyst (GS-11) provides analytical, reporting, and information management support to Commander, Naval Air Forces (CNAF) in support of aircraft carrier readiness, maintenance, and operational assessment activities. This role supports data-driven decision-making by collecting, analyzing, and presenting maintenance, logistics, and readiness data for nuclear-powered aircraft carriers across the Fleet.

Working within the CNAF CVN Readiness Operations construct, the Junior Analyst assists program managers, requirements officers, and engineering teams by maintaining accurate data systems, preparing technical documentation, and supporting readiness reporting in alignment with Navy policies and information assurance requirements.

Key Responsibilities
  • Collect, review, and analyze historical and current aircraft carrier maintenance and readiness data, including CSMPs, CASREPs, INSURV reports, OaRS, MFOM, DRRS-N, NDE data, inspection reports, and internal databases.

  • Develop statistical, graphical, and narrative analyses to assess equipment reliability, maintenance trends, and overall operational readiness.

  • Prepare accurate and timely engineering-related documentation, including technical narratives, reports, charts, and graphics, ensuring compliance with prescribed formats and quality standards.

  • Maintain recurring internal reports, track action items, organize electronic files, and follow up on pending matters to ensure schedule adherence.

  • Utilize Microsoft Excel and other spreadsheet, graphics, and database tools to maintain information systems and present readiness data through charts and summaries.

  • Provide oversight for the creation, quality control, processing, and transmission of maintenance and readiness data; produce weekly executive summaries and monthly reports.

  • Support and assist with Inspection, Certification, Assessment, and Verification (ICAV) events to maintain situational awareness of carrier readiness and maintenance program effectiveness.

  • Review engineering requirements with TYCOM program managers; evaluate technical descriptions and provide recommendations.

  • Assist requirements officers in drafting engineering statements of work and requirements documentation.

  • Assign and track engineering document numbers to ensure proper configuration control and traceability.

  • Perform duties as the Information Assurance Manager (IAM), ensuring compliance with FED/DOD/DON information assurance policies, user account management, and implementation of protective and recovery measures for IT resources.

  • Support coordination and information flow across multiple communication platforms and readiness coordination activities.

Required Qualifications
  • Minimum of five (5) years of experience collecting, reviewing, and analyzing aircraft carrier maintenance, logistics, and readiness data.

  • Minimum of five (5) years of experience assisting or coordinating ICAV events supporting aircraft carrier equipment and systems readiness.

  • Demonstrated proficiency in Microsoft Office, with strong emphasis on Microsoft Excel, including formulas, multi-sheet workbooks, and charting (line, bar, pie).

  • Experience preparing technical, statistical, and narrative reports with high attention to accuracy, grammar, and formatting.

  • Working knowledge of Navy maintenance, readiness reporting, and logistics data systems.

  • Familiarity with information assurance principles and compliance with FED/DOD/DON IT security requirements.

  • Ability to manage multiple tasks, maintain organized records, and meet reporting deadlines in a high-tempo operational environment.

Desired Skills
  • Experience supporting aircraft carrier readiness operations or TYCOM-level organizations.

  • Knowledge of readiness assessment frameworks and maintenance data reporting processes.

  • Strong written and verbal communication skills with experience briefing or summarizing data for leadership.

Work Environment

Services are performed at government facilities, including on-site locations and onboard aircraft carriers as required. Government-furnished work spaces will be provided for contractor personnel.
