We're currently seeking a Program Manager (PM) in Norfolk VA to serve as the Government's primary point of contact and will be responsible for the overall execution, management, and delivery of contract support services related to Command, Control, Communications, Computers, and Systems (C4S) infrastructure.

This position is contingent on contract award. Responsibilities:
* Serve as the primary interface between the Government and contractor team for all contract performance matters.
* Provide leadership and oversight to contractor personnel supporting program execution and ensure tasks are completed on schedule and within scope.
* Manage planning and execution of projects supporting the implementation, sustainment, and modernization of shipboard C4S systems.
* Coordinate activities across engineering, logistics, installation, integration, testing, and evaluation efforts supporting C4S infrastructure.
* Oversee quality assurance processes and ensure compliance with Navy policies, standards, and security requirements.
* Ensure effective communication of program status, risks, and milestones through written reports and briefings to Government leadership.
* Manage staffing, task assignments, and coordination across a diverse technical team supporting program objectives.
* Ensure adherence to contract requirements, program schedules, and performance metrics.
* Support coordination with Navy and MSC stakeholders including technical authorities, program offices, and operational commands.
* Maintain awareness of Navy policies, standards, and operational requirements associated with shipboard communications and C4S systems. This is a full-time onsite, salaried, exempt position. Requirements:
* Bachelor's degree in Information Technology, Engineering, Cybersecurity, Computer Science, or a related technical discipline.
* PMP certification required
* CISSP or CISM certification required.
* Minimum 5 years' experience managing C4S transformation programs.
* Experience leading teams and coordinating personnel across multiple technical functions within a program environment.
* Strong written and verbal communication skills, including experience briefing senior leadership.
* Experience supporting Navy or DoD IT, communications, cybersecurity, or network infrastructure environments.
* Knowledge of Navy policies, standards, and operational environments associated with communications and information systems.
* Experience supporting shipboard C4S infrastructure, communications systems, or network environments.
* Familiarity with Navy C4S Program of Record systems and shipboard network architecture.
* Experience supporting the deployment, installation, or sustainment of shipboard communications systems.
* Experience managing multi-million-dollar programs supporting Navy or DoD missions.
* This role may include travel to other DoW or contractor facilities in support of mission needs. This position requires the ability to obtain and maintain a U.S. government security clearance. Candidates must be eligible for a background investigation.
