Position: Assistant Test & Evaluation (T&E) Specialist

Dynamo has a need for an Assistant Test & Evaluation (T&E) Specialist that would be considered an Engineering Technician in the Aviation, Surface, or C5

ISR T&E field. This individual will perform and provide technical, analytical, administrative, and material support for the USCG Team at OPTEVFOR in the requested specialties.

The Service T&E Support Engineering Team provides independent Operational Test & Evaluation (OT&E) for Aviation, Surface, Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, Reconnaissance (C5

ISR), and Information Technology (IT) systems as directed by the Director of the Department of Homeland Security, Office of Test and Evaluation (DHS DOT&E). Testing includes Developmental Testing (DT) Assistance, Combined DT/Operational Testing (OT), Early Operational Assessment (EOA), Operational Assessment (OA), Initial Operational Test and Evaluation (IOT&E), Follow‑on Operational Test and Evaluation (FOT&E), and Verification of Correction of Deficiencies (VCD). Additional cyber‑resilient events such as Cyber Tabletop (CTT) exercises and Cooperative Vulnerability and Penetration Assessment (CVPA) may also be conducted.

Documentation support includes Integrated Evaluation Frameworks (IEF), Test & Evaluation Master Plan (TEMP) input, Test Plans, Letters of Observation (LOO), and Final Reports.

Duties and Responsibilities
  • Documentation Review
    :
    Review project documentation and provide comments for accuracy and testability in forms such as draft letters, presentations, and spreadsheets.
  • Test Planning Support
    :
    Draft Critical Operational Issues (COIs), provide background research, develop Integrated Evaluation Frameworks (IEF), OT test plans, and draft test matrices and procedures to satisfy OPTEVFOR testing objectives.
  • Test Operations Support
    :
    Attend OTD‑directed events, brief participants, observe demonstrations, gather test data, and produce technical reports.
  • Test Analysis and Reporting
    :
    Collect, process, reduce, and preliminarily analyze data to ensure validity and support detailed analysis using statistical techniques.
Required

Skills and Abilities
  • Completed a full four‑year Science, Technology, Engineering, or Mathematics curriculum leading to a bachelor’s or higher degree and at least five years of USCG, DHS, DoN, or DoD operational experience in aviation, surface, C5

    ISR, or as part of CG‑9, USCG, DHS, DoN, or DoD headquarters staff, OR ten years of USCG operational experience in relevant fields.
  • Ability to obtain or hold a Department of Defense (DoD) or Department of Homeland Security (DHS) Certified Acquisition Professional certificate for Test & Evaluation Manager Level I.
  • At least three years of developing Test Plans and Final Reports in direct support of operational testing of USCG, DHS, DoN, or DoD Level 1 acquisitions.
  • U.S. citizen with an active DoD Secret clearance.
  • Strong project management, communication, and stakeholder relationship skills.
  • Ability to manage multiple shifting priorities and maintain detailed project plans.
  • Excellent written and oral communication and change‑management skills.
Nice to Have Skills
  • Excellent documentation skills and the ability to recommend best practices and articulate process improvements.
  • Exceptional organizational skills, ability to meet production deadlines, and self‑direction when necessary.
Education and Experience

At least five years of USCG, DHS, DoN, or DoD operational experience in aviation, surface, C5

ISR, or as part of CG‑9, USCG, DHS, DoN, or DoD headquarters staff.

Travel Requirement

Contractors may be required to travel for official business (2–3 trips per year) to locations such as USCG Headquarters, Aviation Logistic Center, Aviation Training Center, USCG Air Stations, USCG Sectors, USCG Cutters, and NAVAIR.

Clearance Requirement

Secret.
